I study payphone operators in Rwanda using 427 million digital traces recorded on the mobile phone network. I demonstrate how to extract economic behavior from these traces. They reveal every call that generates revenue, as well as operators' critical business decisions: entry, the daily decision of where and when to work, and exit. Over the period I study, thousands of informal workers enter the industry. New entrants learn to optimize their operations within the first two months. This line of work has mostly been devoid of the political background of migration and the victims' future hopes and aspirations, and hence fails to address many pressing issues associated with their long-term settlement. We address this gap in ICTD literature by drawing on our two years long ethnography with the Rohingya refugees in Bangladesh. We build on a rich body of literature on development sociology and philosophy to demonstrate how the refugees infrastructure their hope through various artful practices of solidarity, leadership, and negotiation, and how ICT plays an important role in and around each of these practices. FamilySong is a domestic Media Space that fosters feelings of togetherness via synchronized music-listening. FamilySong was used in an experiment that ran for six months, with six distributed families. Detailed data collection, e.g. interaction routines and music sharing patterns, was gathered through the system. These data provide interesting insights into the social behavior of families separated by distance and how they connect over those distances. In this work, we built software to analyze the experiment's data. In part, this is due to deficiencies in the information ecology serving pregnant mothers. We report on a qualitative study with 16 low-income, African-American, pregnant women from the Detroit area, focused on understanding their informational needs and information-seeking behavior. We find that our participants consumed information from multiple sources voraciously; treated formal medical sources as no more trustworthy than other information sources; sought corroborative evidence when making decisions; relied on video and social media sources; and voiced requests for material and social support more than for medical information. We first show that politicians of all parties collectively indulge more in establishing personal branding through low-substance, personality-focused messaging as opposed to broadcasting policy stances. Additionally, compared to the party-in-power, opposition politicians collectively post more complex tweets and demonstrate higher negativity (e.g., using person-based attack hashtags) especially regarding the issue of corruption. Using interviews and observations over three months of election campaigning, we examine women's outreach work in online and offline adversarial spaces through the lens of Michel de Certeau's, The Practice of Everyday Life, which examines the \"tactics\" through which people negotiate change and everyday challenges in daily situations. The qualitative method was applied through surveys and semi structured interviews. University students and graduates experiences were collected to be later categorized. The parents' conversations in online communities also provide a lens into the parenting practices, challenges, and what role technology can play. Previous studies discuss the engagement of parents on online platforms related to specific childcare concerns. To understand the experiences of parents with online health communities, during the initial years of parenting, we conducted a study on the BabyCenter platform. It is a web forum that provides information on different aspects of early childhood development and offers peer-to-peer interaction. In this paper, we investigate the patterns of users' engagement for early childhood queries. Based on qualitative analysis of publicly available data on BabyCenter, 390 posts from January 2019 to June 2019, we find that the users primarily construct their knowledge, and engage in social interactions on the platform. We also find limited multimedia usage for expressing health concerns. Through 31 semi-structured interviews with stakeholders, we explored the reported strengths, weaknesses, and potential lessons of Rwanda's ICT sector, especially as relevant to the country's economic development. We find that (1) there is sincere, widely shared aspiration toward ICT-led national development; (2) support for ICT entrepreneurship is successful at helping to start ICT-based businesses, but not at continuing or succeeding with them; and (3) some of the challenges of continuing ICT-based businesses have to do with Rwandan higher education, availability of start-up financing, and a weak sense for entrepreneurial initiative.
