The boundary frames that provide realistic boundary conditions along lines of zero shear of part of a slab centered about an exterior column and the adjacent interior column are the main features of the new test set-up. This paper describes the performance of the structural repairs and upgrading of the cruise terminal pier in 2001. The beam simulates the load and displacement boundary conditions of an unbonded tendon in a posttensioned concrete slab. The second part of the paper investigates the performance of the apparatus, including the accuracy of the instrumentation for measuring tendon load, elongation, and wire strains. The originality of the research resides in the combination of systematic forced vibration tests and seismic pseudo-dynamic tests with increasing acceleration levels. This extensive test series will make it possible to study the seismic behavior of HSC structures and to accurately evaluate the level of damage imposed on the building. Horizontal and vertical acceleration frequency responses were obtained at several locations on both floors of the two story HPC building, which was submitted to harmonic loading. The testing was conducted using one AASHTP Type III girder and one AASHTO Type V girder. The girders were subjected to 1,000,000 cycles of repeated fatigue load along with 2,500 cycles of repeated overload. A simplified empirical relationship accounted for the reduction in strength and stiffness based on the area of openings in each panel. The paper demonstrated that the same eccentric equivalent strut method in conjunction with the strength reduction factor for openings can be applied to predict the strength of perforated infill panels.
