Niewątpliwie tak korzystne warunki hydrotechniczne sprawiły, że port w Gdańsku jest największy. Pociąga to za sobą również skutki niekorzystne, spowodowane nadmiernym skupieniem przeładunków na niewielkiej przestrzeni oraz stanowi zagrożenie niezawodności dostaw morskich do portów. Warto zatem rozważyć zasadność i możliwość budowy dodatkowego portu głębokowodnego, położonego w obrębie aglomeracji gdańskiej, ale na jej północno-zachodnim krańcu, czyli na odcinku wybrzeża między Karwią a Władysławowem. Tę ogólną lokalizację od nazwy największego miasta w rejonie nazwano „Władysławowo”. W niniejszym artykule dokonano analizy planistycznych, urbanistycznych, komunikacyjnych, hydrologicznych i ekologicznych warunków budowy portu „Władysławowo”. Na tej podstawie wykonano analizę celowości inwestycji, która doprowadziła do wniosku o zasadności realizacji inwestycji, wobec czego zaproponowano 5 wariantów lokalizacji, a następnie przeprowadzono dla nich analizę wielokryterialną i określono wariant optymalny. Celowość inwestycji wykazano poprzez jej porównanie z konkurencyjnymi, opracowanymi już planami rozbudowy istniejących portów w Gdańsku i Gdyni przez ich uzupełnienie o nowe części głębokowodne, zwane odpowiednio Portem Centralnym i Portem Zewnętrznym. Opracowany ogólny program inwestycji przewiduje powstanie w ramach portu dużej bazy kontenerowej, terminali gazowego (LNG) i naftowego, bazy promowej, nabrzeży dla statków pasażerskich, a ponadto części wojennej. Przyjęto lokalizację portu na otwartym morzu na sztucznej wyspie albo półwyspie, odrzucając jednocześnie możliwość lokalizacji portu w głębi lądu. Określono wstępnie następujące warianty lokalizacji dla projektowanego portu: „Karwia”, „Ostrowo”, „Chłapowo”, „Cetniewo” i „Władysławowo Centrum”, a następnie dla każdego wariantu określono ogólne uwarunkowania lokalne. Na tej podstawie wykonano analizę wielokryterialną wariantów, w wyniku której okazało się, że optymalną lokalizacją inwestycji jest wariant 2 „Ostrowo”, ale można również brać pod uwagę niewiele gorszą, drugą w kolejności lokalizację, tj. wariant 5 „Władysławowo Centrum”. Oba te warianty są najmniej uciążliwe dla środowiska, charakteryzują się małą długością toru wodnego do portu i stosunkowo niskim poziomem konfliktowości społecznej. W artykule odniesiono się do wybranych parametrów zabudowy, o których mowa w przepisie art. 15 ust. 2 pkt 6 ustawa o planowaniu i zagospodarowaniu przestrzennym. Wskazano na wieloznaczność użytych w tym przepisie pojęć oraz samego pojęcia zabudowa, co utrudnia sporządzanie miejscowych planów zagospodarowania przestrzennego. Świadomie powtórzono niektóre fragmenty artykułu pt. Kształtowanie przestrzeni – sprawny system czy chaos? Miejscowy plan zagospodarowania przestrzennego – zakres stanowienia. Osobom, które go nie czytały, ułatwi to zrozumienie zagadnień omawianych w niniejszym artykule. Dla zachowania precyzji wypowiedzi posłużono się szeregiem cytatów. The authors of these documents emphasized the will to protect the family based on traditional values and to defend the education system against LGBT propaganda/ideology. Opponents warned against the stigmatization of non-heteronormative people. The guideline for the above-mentioned documents became the “Local Government Charter of Family Rights”, published in 2019. Signs “LGBT-free zone” have appeared at the entrances to areas administered by self-governments that have adopted such declarations or resolutions. The dispute has become increasingly wide-ranging and has involved the media, the courts, the prosecutor’s office, the Ombudsman, the European Parliament, and the European Commission. The author of this article does not take sides. He merely believes that unnecessary quarrels harms our country. To demonstrate the absurdness of the argument over “LGBT-free zones”, the article refers to: – the selected documents relating to local government (declarations, resolutions, court judgments) and the “Local Government Charter of Family Rights” – generally binding acts of law relating to the self-government, family and educational tasks; – biographies of people (e.g. writers) who should be considered positive in Polish and World history, despite their complicated family life. The selection of the analyzed data can be considered subjective. The author chose the documents of local governments of Małopolska and Beskid Mountains, because he considers the areas managed by them to be very attractive for tourists – he likes to spend holidays in Cracow, Zakopane and Beskid Śląski and Żywiecki, e.g. in Koniaków and Żywiec. The reading list for secondary schools, adopted by the Minister of National Education, determined the selection of writers’ biographies. The choice of the others was determined by the uniqueness of their biographies and the impact on the history of Poland and the world. The condition for the implementation of the development mission of local government is the participation of citizens and their co-responsibility for the shape of local social life. Recently, the participatory budget has become one of the most popular forms of participation. Its aim is to directly involve residents in the decision-making process regarding the choice of the scope of public tasks within the designated pool of funds and to take over part of the responsibility. The aim of the presented analysis is to show the dynamics of citizen involvement in consultations on spending part of the city budget on local tasks falling within the competence of local government – The civic budget. The adopted research hypothesis assumes that the participatory budget is the most popular form of consultation because in its formula it gives residents a sense of agency and subjectivity in expressing one’s opinions and preferences and also gives tangible results of social engagement visible in the short term. The empirical basis for the analysis are reports on the implementation of the participatory budget of the city of Radom from the beginning of its creation, and literature on the subject. A participatory budget is an excellent tool for education about self-government – it is an element of a specific philosophy of functioning of self-government – as a community of authorities and residents of a given territorial unit, cooperating for its development. The example of the city of Radom indicates that the participatory budget supports, complements, and often replaces or increases the efficiency of public administration. Poland has historically been a land of transition between East and West, a land where different cultures have existed side by side: German, Jewish, Polish, and Russian. For centuries Poland was a meeting place of different religions and cultures and today’s landscape still shows evidence of this. The catastrophe of World War II brought the annihilation of a multicultural society and created a homogeneity, unprecedented in our history. Jewish heritage and urban cultural tourism: In their almost 2000-year diaspora, Jews have been present in Poland for eight hundred years: from the early middle ages until the Holocaust, the annihilation during World War II. The Jews were distinguished from other community groups by their religion, language, customs, art and architecture. In the interwar period of the 20th century, Poland was home to the largest Jewish community in Europe, distinguished by its enormous cultural and intellectual vitality. Pandemic time: The outbreak of the COVID-19 pandemic has hit the tourism sector hard, and travel restrictions still apply to us. Therefore, it is necessary to verify the forecasts and prepare new recommendations for cultural tourism destinations during and after the pandemic. Conclusions: Recently there has been a revival of interests in Jewish heritage and many tourists (both domestic and foreign) want to explore Jewish culture and remaining monuments of the past.
