{"title":"METHODS OF ASSESSING THE ECONOMIC SECURITY OF THE COUNTRY","authors":"T. Zubko","doi":"10.32840/1814-1161/2022-2-3","DOIUrl":"https://doi.org/10.32840/1814-1161/2022-2-3","url":null,"abstract":"In today’s conditions, domestic economic security is of paramount importance since it determines the directions for making key socio-economic decisions to strengthen the protection of the economy. In particular, the state economic security strongly affects the activities of domestic enterprises, which are constantly under the influence of many threats which result in significant losses and damages. Ukraine has chosen the path of European integration, and economic and social reforms have been implemented since 2016. As of today, not all reforms were carried out in full due to complications caused by the war against the Russian Federation. This makes the study of aspects of developing the domestic economic security, incl. in foreign trade relations, transformation problems, and opportunities for integration into the world economy, relevant. The works of foreign and domestic scientists have covered various aspects of the management of the state’s economic security. Without denying their significant contributions, there is no methodology for rapid assessment of the level of domestic economic security. Therefore, the article purpose is to develop a methodology for rapid assessment of the level of domestic economic security, which is based on the study of international trade and the principal statistical indicators of the economy. The article demonstrates the improvement of the methodological toolkit for assessing the economic security of the country; in particular, it proposes a methodology for rapid assessment. The assessment of the level of the country’s economic security rests on assessing indicators that rely on the figures of the development status of the country’s economy and its international trade. According to the study, there were shortcomings in ensuring the economic security of the country compared to the EU countries, which are the largest trading partners of Ukraine (Italy, Germany, and Poland). Following the express analysis of four European countries, we see that Ukraine “lags behind” but gradually developed during the period under study, as evidenced by the dynamics of changes in indicators. There is a need to focus on best practices in ensuring economic security, especially in the EU countries that are ahead of others in terms of development, and elaborate a system of recommendations for improving Ukraine’s development strategies.","PeriodicalId":232768,"journal":{"name":"State and Regions. A strong dialectical relationship between the labor market and innovative entrepreneurship has been identified. The labor market is a producer of innovative entrepreneurship due to the availability of human resources involved in the production and distribution of innovative goods and services. The main hypothesis in the current context is that without taking into account the trends occurring in the modern labor market, it is almost impossible to form a means of state support for innovative development of entrepreneurship. Taking into account the foresight of innovative changes in the national economy, possible promising changes in the labor market have been demonstrated which will create a fundamentally new labor market and destroy outdated trends. It is proved that the key challenges in the labor market that hinder an effective competency-based approach to team-building management of the enterprise are: a steady trend of depopulation; progressively high level of aging of the floor; low life expectancy; reducing the quality of secondary education; lack of connection between the needs of the real labor market and the market of educational services, etc. Particular attention is paid to the analysis of available human resources, which is represented in the modern labor market and can serve as a mobilization reserve that can be involved in innovation through the implementation of effective regulatory employment policy, through the formation of necessary competencies. It is concluded that in the domestic market of educational services there is an urgent need to take into account promising specialties in order to prevent unemployment in the labor market and increase employment of young people in the specialty. There is a need for thorough research of existing foresights in the labor market, taking into account the development of innovation and trends in the globalization of the labor market. Scientists' approaches to assessing the level of human capital development have been studied and the impossibility of using the order of generalized indicators measured in the scale to assess the intensity of development of this capital has been substantiated. To perform this assessment, it is proposed to use the methods of multidimensional statistical analysis and calculate specially designed chain and basic integrated pace indexes of development, which are a generalization of indicators of chain and base growth coefficients on multidimensional time series. The method of assessing the intensity of development of human capital of the region, which consists of two steps, is considered. At the first step, the primary indices of the rate of development of human capital are calculated, and on the second – the integral pace indices of its development. Moreover, the priority of primary indicators and the division of these indicators into stimulants and destimulators are taken into account. Using the method considered in the work, the value of chain and basic integrated pace indexes of human capital development in Ukraine and its regions for the period 2013–2019 was calculated. The results of the calculations showed that in Ukraine and most of its regions in 2014, compared to the previous year, the level of human capital development decreased, which may be the result of Russian military aggression in Crimea and eastern Ukraine. In the future, by 2017, the value of this generalized indicator increased and then began to decline again. The basic integrated pace index of human capital development for Ukraine in 2019 compared to 2013 was 1.06. The value of this indicator is more than one for this period was observed in 18 regions of Ukraine. The results of the analysis should be used by regional and national management bodies to develop a strategy for the development of regions, improve the distribution of state financial resources, and increase the level of human capital development in these regions.","PeriodicalId":232768,"journal":{"name":"State and Regions. This is largely due to the fact that not all objects of management are accounting objects, just as not all objects of the economy are in the structure of the system of accounting display objects. In addition, the object of accounting should be considered differently in its various manifestations (accounting as a science, accounting as a practical activity, accounting as a professional activity) and levels of study (international system of accounting, national system of accounting, system accounting of the enterprise). The above actualizes the need for constant rethinking of both the actual content of the accounting object and the structure of the system of accounting objects during the scientific search for solving modern problems of this science and practice. The issue of the structure of the system of accounting objects at the theoretical level of scientific knowledge in the field of management and administration is especially acute in relation to the processes of economic activity and the management system, which are conditioned by unpredictable factors of the external environment. Such factors include the military aggression of the Russian Federation. Thus, hostilities and the occupation of state territories, which began in 2014. This is manifested both in the economic, social and environmental consequences and in the need to introduce new business processes and management systems. accordingly, the issue of evacuation of industrial enterprises from the territories of hostilities and temporarily occupied territories is quite important in today's conditions. The system of accounting objects is complex and dynamic, which depends on a set of factors of the internal and external environment. The natural resource and historical and cultural potential of the resort in combination with the favourable geographical location is a significant prerequisite for the development of tourism, and treatment-oriented for both domestic and foreign consumers. Under such conditions, the study of the attractiveness of the tourist and recreational complex is an important factor in socio-economic development of the country as a whole and individual regions, as it will increase foreign exchange earnings, increase employment, stimulate other sectors of the economy, attract investment, increase income and general welfare. In recent years, there has been an intensification of activities in the tourism sector, turning it into a driving force of economic and social progress. \u0000Today, in the tourism sector, the resort economy is playing an increasing role, which provides recreation, health, medical rehabilitation and organization of various entertainment events. The study of the attractiveness of the tourist and recreational complex on the example of the resort of Truskavets is aimed at assessing the use of their recreational potential. Its main purpose is to identify the level of use and reserve for the development of natural resource potential of the resort of Truskavets. The study of this spa resort also includes an assessment of the possibilities of using the potential of natural recreational resources of the city to meet the needs of tourists and vacationers. \u0000The article identifies theoretical approaches to the study of the attractiveness of the tourist and recreational complex, substantiates the economic content of this study, as well as reveals the conceptual foundations of the study of the attractiveness of the tourist and recreational complex. The socio-economic preconditions for the formation of the attractiveness of the tourist and recreational complex have been studied, as well as the attractiveness of the tourist and recreational complex has been assessed.
