It presents a new agenda of research in the political economy of development and sketches a theory of the potential impact of political geography on the growth capacity of countries. It also considers the nineteenth-century state-formation as a hidden master key to understanding some of the most pressing issues in contemporary Latin America, including low-quality democracies and economic backwardness. The chapter delivers a central message that some paths of state-formation do not lead to state building, and a subset of them create durable obstacles to it. It details how Mexico had lost more than half of the territory under its nominal control since the time of its independence in 1821 by the mid-nineteenth-century. It also explains that Mexico's territorial loss was the result of the combination of U.S. expansionism and the country's military weakness that was brought upon by deeper fiscal causes. The chapter discusses how Mexico successfully avoided territorial fragmentation suffered by the much smaller Central American state from the south, which subdivided the isthmus into five minirepublics. It considers Brazil as the fifth-largest country in the world and the largest contiguous territory in the Americas. It also mentions the great efforts of Rio de Janeiro to extinguish separation attempts from Pernambuco and Bahia in the Northeast and Rio Grande do Sul in the South during the intense wave of secessionism in the 1830s. The chapter discusses the extraordinary wealth created by the coffee boom and the carefully designed emergency plan by a triumvirate of political entrepreneurs that consolidated Brazil's territory.
