We analyze fourteen indicators from the census using a factor analysis to identify the specific type of deprivation and consequently multiple deprivations by adding it. The study identifies three main types of deprivation - housing, economic and urban amenities and found that they are diverse in character and lies on the outside of the central city (statutory towns) interface to rural areas. Additional benefits for active grid support from PV will be demonstrated at two sites: a residential/urban area of 128 households with 4 kWp each, and an industrial zone of 31 PV systems with 200 kWp each in Limburg, Belgium. The project is demonstrating enhanced control capacities implemented into PV inverters, including active voltage control, low-voltage ride-through capability, autonomous grid operation, and interaction of distribution system control with PV systems. A detailed technical and financial assessment of the additional benefits from PV is also part of the project. The role of PV in an area fully supplied by renewable sources is to be assessed. Smart control should enable an increase of the market PV penetration in existing grids and promote the use of more renewable energy sources in cities and industries at minimum additional investment costs. The MetaPV project is accepted for funding by the European Commission in the 7th Framework Programme. It started in October 2009 and lasts to March 2014. They argue that although this interrelation has been theorized and studied in the academic literature, the underlying complex and dynamic mechanisms, and the appropriate planning and management responses, are still insufficiently understood. This is particularly relevant for local, regional and national policymakers in the various subsystems, because a lack of network understanding and interconnectedness may produce suboptimal, unsustainable spatial and rail infrastructure planning. In order to better understand and manage the dynamic interrelations between rail infrastructure and urban development in the Delta Metropolis, the serious game SprintCity was developed. The game is played with the real stakeholders (administrators, planners, politicians, interest groups, experts and consultants, etc.). In contrast with the former public monopoly situation, many new uncertainties need to be taken into account in network investment decisions. Another marked difference is the fragmentation of energy markets and the entrance of new players on the energy market stage, often in new roles. The upgrading of electricity networks to create so-called smart grids has therewith become a multi-actor investment problem, which requires a well-designed and well-managed process. Customer preferences are another important new factor to be reckoned with. As customers are triggered to become active rather than passive consumers of energy in the liberalized electricity markets, a large scale roll-out of smart grids is only feasible if it responds to customers' needs. As several competing scenarios are possible for the roll-out of smart grids, it is likely that the scenario first entering the implementation stage will have a first-mover advantage. For this reason, these exchanges form a multi-level system in the world scope. Consequently, the global city arises at a historic moment. In 2008, city of Shenzhen got the first prize of “urban comprehensive competitiveness” out of 288 Chinese cities. This is a great achievement which showed the rapid development of Shenzhen were recognized. With the exception of culture, urban morphology, infrastructure and economic operation, the behavior ways of the international metropolis are getting similar. City culture is the unique characteristics distinguished from anyone else. Cultural characteristics become the very important creative resource of urban innovation. Culture is a strong power which can promote understanding and form urban characteristics; culture can create inspiration, benefits and wealth to bring endless happiness to everyone. Cultural development strategy becomes the core strategy of creative development. It is the guidance for development path in the process of innovation. Behind the formation of their own unique cultural characteristics, every famous cosmopolitan city has world-class infrastructures. Their long-term planning is therefore of great importance. Uncertainty about the future conditions under which an infrastructure system will function is of particular importance for successful long-term planning. The uncertainties about the future encountered in the long term planning of infrastructure systems is increasing due to developments such as privatization, liberalization, globalization, and climate change. Despite the increasing uncertainty, planning is still based on the outdated assumption that the future can be predicted accurately enough for static planning. We review the state of the art of an alternative planning paradigm that starts from the explicit recognition of the inability of forecasting and the need for adaptivity and flexibility. The serious game SprintCity was developed in order to better understand and manage the dynamic interrelations between rail infrastructure and urban development of the Delta Metropolis in the Netherlands. So far, the game has been played in nine independent game sessions, with a total of around 70 stakeholders as players. The authors describe the design of the game in some detail and present the preliminary insights and results. Data before, during and after the game sessions are gathered through in-game participant questionnaires, data logging, observations and transcripts of end-of-game (debriefing) discussions between participants and the facilitator. A necessary prerequisite is a high temporal resolution allowing for the development of advanced energy management strategies as well as for the investigation of expected potentials for coupling different low temperature processes in mixed use areas. As part of the energy balance this paper presents a grey-box approach for the description of the thermal energy demand in a coherent urban area. It is argued that urban neighborhoods represent an intermediate scale in their own right requiring a combination of forward and data driven models.
