A review of modern methods for assessing the commercial potential of the intellectual activity results with the identification of their strengths and weaknesses is carried out. The criteria selection for assessing the prospects of using various methods to assess the prospects and readiness for market commercialization of scientific research and development taking into account the practicality of using the methods is substantiated. The article deals with the main approaches to the concept of digitalization of the economy, the features of digitalization in different industries are considered. A comparison of the degree of digitalization of the economy of the RNO-Alania is presented. The advantages are reflected, as well as an analysis is carried out, as a result of which the significance of the digitalization process and its role in the economy are revealed, since digital technologies, being introduced into economic and technological processes, necessarily participate in the formation of the added value of the final product (service), regardless of its purpose (type of activity and sector of the economy). The study provides recommendations for removing existing obstacles and restrictions for the creation and development of high-tech businesses in the Russian Federation, because information and communication products produced in the ICT sector, in each type of activity, develop, implement and use their own ICT solutions, «digital personnel» and «digital capital», which are not directly taken into account and are not measured. To ensure the stability and safety of its functioning, the use of local renewable energy resources in the heat supply system of the region is considered, for which it is necessary to transfer the heat supply system available in the region to other types of energy resources. For this, a methodology for assessing the compliance of the planned and actual progress in the implementation of measures to transfer the regional heat supply system to local types of fuel, based on a system of indicators, is proposed. The methodology contains quantitative indicators of the effectiveness of the implementation of measures. Various financial sources for the implementation of the planned activities were considered: funds from budgets of all levels; consolidated funds based on public-private partnership; budgetary and extrabudgetary grants for research and development work; borrowed funds of credit institutions; own funds of enterprises. Numerical calculations were carried out for one of the regions of Russia - the Udmurt Republic.
