Article 8 paragraph 2 of the Law states that population quantity control is carried out through synchronization of population policies at the national level and regions. Therefore, work programs in the population control at the district/city level are highly varied according to the problem. Family planning promotion, counseling and advocacy are programs in all districts/cities targeting the couples of childbearing age and adolescents. The study of program plan and regulatory documents for the 2019-2024 fiscal year became the basis for focused discussions with various levels of government, namely the central, provincial, regency/city and sub-district level. Targets, strategies, programs and activities which include types, objectives, objectives, coverage and achievements are components to be examined for content, consistency and synchronization. Meanwhile, policy synchronization can be seen from the formulation of work programs. SDG number 16 on peace, justice, and strong institution states one indicator of a legislative institution (for “responsive, inclusive, participatory and representative”, that the Inter-Parliamentary Union (IPU) commits to achieve. However, parliament must support the government in achieving all SDG programs as stated in Agenda 2030. What is the role of parliament in this and how to achieve it? This paper aims to show that the role of parliament in SDG is beyond the traditional legislative role of legislating, budgeting and overseeing the government, but more on representing people, meaning channeling people’s voice at the global forums, notably the parliamentary forums discussing sustainable development issues. The cases used in this paper are Southeast Asian parliaments, notably Indonesia, Malaysia, and Singapore. The paper uses four cases of parliamentary gatherings: the World Parliamentary Forum on Sustainable Development Goals in 2017-2019 (3 meetings) that Indonesian parliament organized and the 10th Asia-Europe Parliamentary Meeting (ASEP) in 2018 that the European Parliament organized, where parliaments of Indonesia, Malaysia and Singapore were attended. The study shows that the parliaments still focus much on secondary sources for gathering information, that is from the government, senior policymakers, and international agency personnel to support SDG, rather than bringing the constituents’ voices on these forums. The case also shows that personalized politics still exist from the Indonesian parliamentary side –and not so obvious from the Malaysian and Singaporean sides. This may serve as a base for further study of whether the parliamentary system works better than the presidential system. This authority delegation may simplify the regulation in doing business in Indonesia and create a more favorable business environment required to promote economic performance. However, this paper finds that the authority delegation has no significant impact on economic performance. A plausible underlying argument is that there are some constraints in the implementation, such as a lack of skilled personnel and weak internal governance, which impede the efforts to simplify the business regulation setting. The rapid growth of development in this watershed has resulted in reduced forested lands and water catchment areas. The critical point is when the upstream area as a buffer zone also experiences uncontrolled land conversion for various purposes. Indonesia Law Number 41 of 1999 concerning Forestry, Article 18 contains a mandate for the Government to determine and to maintain the adequacy of forest cover in each watershed. This research seeks to understand the condition of rehabilitation and deforestation of forested land in Bogor Regency as the upstream of the Ciliwung watershed which affects its downstream water system in DKI Jakarta Province. By applying system dynamics modelling, it is expected that an ideal scenario of rehabilitation which the government must undertake will be identified to cope with deforestation rates in forested upstream watersheds. The methodological approach applied in this paper is a mixed method with system dynamics - based analysis methods. The results of model simulations carried out in Business as Usual conditions and Simulation of Scenarios Model going forward to 2060. From the alternative scenarios available, it reveals that the rehabilitation capability scenario of 3.6% / year is the most optimal in order to overtake deforestation rates in the upstream Ciliwung watershed. {"title":"The Political Economy Perspective of Forest Governance Responding REDD+ in Indonesia","authors":"Pungky Widiaryanto","doi":"10.36574/JPP.V4I3.133","DOIUrl":"https://doi.org/10.36574/JPP.V4I3.133","url":null,"abstract":"Reducing Emissions from Deforestation and Forest Degradation (REDD+) has become important for Indonesia because this mechanism will provide financial benefits and it adheres to the Indonesian commitment to participate in climate change mitigation.  However, a weak forest governance system and lack of transparency have undermined Indonesia’s goals to reduce deforestation and to manage and distribute the compensation appropriately. The idea of transformational change to reform Indonesian forest governance might be hindered by path dependency that has become entrenched within the Indonesian government. This paper, therefore, attempts to analyze path dependency of Indonesian forest governance and to examine the implication of path dependency in the development of REDD+ in Indonesia. Using the political economy lens, the diagnosis of path dependency is determined if there are positive feedbacks for the Ministry of Forestry, as the leading agency in the administration of Indonesian forests, to maintain the status quo. This paper shows that there are four positive or reinforcing feedbacks for the Ministry of Forestry: (1) vested interests for utilizing the forests as an income source, (2) network effects from managing the forest resources, (3) sunk costs invested to strengthen the institution, and (4) inclusiveness of the institution in managing the forests.  This paper also highlights that path dependency within the Ministry of Forestry causes a complexity in the REDD+ debate in Indonesia, particularly regarding which institutional arrangement will best implement REDD+. RKPD of Regency/City was one of the most practical plans that were implemented every year in each region. Since 2016, the process for drafting the RKPD in Kulon Progo Regency has begun to utilize TIK by used the RencanaKU application. This then motivates the research with the aim for describing the use of information technology in the RKPD preparation process and identifying the factors that influence the use of information technology in the RKPD preparation process at Kulon Progo Regency. The research method was a qualitative design approach with a case study method. Data collection techniques used observation, interviews, and secondary data. Data analysis was performed using pattern matching, data triangulation, and inductive analysis. The results of this study formulated two findings. First, in the formulation RKPD at Kulon Progo Regency, not all stages in the arrangement of RKPD utilize information technology through the RencanaKU application. The role of technology in the preparation of the Kulon Progo RKPD as a planning support system was to facilitate the collectivity of RKP reports from interested parties to the RKPD (BAPPEDA) organizer for later compilation and data verification. Second, it was found several components that influenced the RKPD preparation by the RencanaKU application namely time, consistency, and transparency. The analysis was also aimed to contribute to the Terminal Evaluation of RPJMN 2015-2019. \u0000The implementation of this impact evaluation analyzes the achievement of the basic target sector of tourism to the national economy and the welfare of individual workers and business units engaged in the field of tourism. The impact on the national economy is evaluated based on relevant secondary data. While the impact analysis on the welfare of inividual worker and tourism business unit, was carried out using primary data obtained through surveys. \u0000The field was conducted on June-July 2019 covering all provinces. There was 2.125 individual workers and 1.082 business unit participate as respondents. Proportional sampling method was used to determine the number of respondents in each province. \u0000The study found that during the 2014-2019, the competitiveness of the Indonesian tourism sector has increased and has encouraged the increasing number of foreign tourists visit. The sector has experienced growth and contributes positively to the national economy. At micro level, the sector generated positive impact on tourism business unit as most of them were claiming of gaining profit sustainably during that period. However, the impact was still limited in improving the ability of business units to innovate in product development and the ability to generate new employment. Sesuai dengan UU ASN, pengelolaan/manajemen ASN dilakukan berdasarkan sistem merit sejalan dengan tata kelola pemerintahan yang baik. Berbagai langkah kebijakan telah ditempuh dalam rangka pengelolaan ASN, diantaranya penataan ASN-PNS dengan menerapkan moratorium penerimaan calon pegawai negeri sipil (CPNS) sembari dilakukan  penyempurnaan manajemen ASN, penyusunan rencana kebutuhan ASN sesuai analis jabatan (Anjab) dan analisis beban kerja (ABK), redistribusi dalam rangka pemenuhan kebutuhan ASN instansi pemerintah, dan pengembangan sistem rekrutmen/seleksi ASN-PNS yang fair dan transparan. Namun demikian, struktur dan komposisi ASN-PNS sampai saat ini masih tetap terjadi ketimpangan, utamanya terkait dengan kebutuhan kompetensi dan sebarannya pada instansi pemerintah pusat dan daerah. Salah satunya berkaitan dengan ketersediaan tenaga medis atau kesehatan yang menjadi kritikal pada kondisi pandemi covid-19 saat ini. Sesuai dengan data yang ada tingkat keterpenuhan ASN tenaga kesehatan pada rumah sakit dan puskesmas baru mencapai 58,15% secara nasional. Dari kebutuhan sebanyak 553.386 orang, hanya terisi sebanyak 321.837 orang, sehingga masih terdapat gap atau kekurangan sebanyak 231.549 orang. Dalam rangka mendukung penanggulangan pandemi covid19 saat ini, dibutuhkan upaya yang segera untuk mengisi gap kekurangan tenaga kesehatan dimaksud, khususnya untuk tenaga kesehatan yang terkait secara langsung dalam penaggulangan covid19. Beberapa alternatif yang perlu dilakukan adalah antara lain: penuntasan proses rekrutmen CPNS yang sudah berlangsung; rekrutmen tenaga kesehatan dengan skema pegawai pemerintah dengan perjanjian kerja (PPPK); dan rekrutmen relawan tenaga kesehatan yang saat ini juga sudah dilakukan.
