In electrical systems worldwide, it is necessary to have robust Power Systems with an optimal level of reliability; however, the consequences of integrating renewable systems into transmission systems force companies to have continuity, flexibility and quality of energy from the source to the final consumer. The concept of grid code is described as the evolution of the transmission code of the so-called TSO's for its acronym in English “Transmission Systems Operators”; that is, the Transmission System Operators in each country or in each region have the responsibility that there are no blackouts, plant stoppages or an inefficient supply of energy. The above emphasizes that electrical systems require the integration of alternating current and direct current technology to contribute to the issue of energy sustainability that the world is demanding. This paper shows the highlights of having a reliable electrical system in each country under the argument that the systems must comply with the parameters of the Rule Books (Local Standards). Currently through technology it is important to provide material to reduce the percentage of Diabetes Mellitus (DM) in Mexico, therefore, in this work, an exploratory analysis of prediction of the current risk of having DM in women is addressed using regression in multilayer neural networks based on the parameters of the data set from the National Institute of Diabetes, Digestive and Kidney Diseases of women of indigenous heritage, which in other works are used to predict Diabetes for men and women, being that it is made up of data only from women. Based on the HL7 standard focused on the interoperability of data between medical systems in version 3, the design of an API capable of exchanging data belonging to the clinical history of patients entitled to any dependency of the health sector was carried out. The HL7-CDA substandard has been selected, which, due to its semantic characteristics, is currently the most used in this field of medical informatics, since among other advantages it allows solving one of the most important challenges for the exchange of information, which is the heterogeneity with which the different information systems are built. That is why a systematic literature mapping was conducted to find studies related to IT governance and management, which serve as a reference for the project in development. This research takes into consideration the functions of image processing for the detection and recognition of number plates; which can come from noisy sources, low illumination, different angles and distances taken from the images (uncontrolled environments); most of the existing automated number plate recognition systems only work in a controlled environment where images are captured from a right angle with good illumination and clarity [25]. According to [11] in uncontrolled environments the probability of recognising the characters on the plates decreases and this has been observed in the research. To achieve image processing, morphological transformation, Gaussian smoothing and Gaussian thresholding were used, then 3 different algorithms K-NN, SVM and Tesseract were used for character recognition, each algorithm with their respective hyperparameters for optimisation. Our approach employs the use of medical data retrieved from the user to determine and predict whether there is a likelihood of a potential condition. To solve this problem, according to a users medical measurement history, a deep learning model can be implemented to determine a preventive diagnosis or otherwise to follow up on an already detected condition.
