{"title":"New Public Management and the Educational Executives’ Selection Policies in Greece","authors":"V. Andrikopoulos","doi":"10.33422/3rd.icfte.2020.10.16","DOIUrl":"https://doi.org/10.33422/3rd.icfte.2020.10.16","url":null,"abstract":"This study attempts to explore the selection policies of the educational executives, i.e.: Directors and Regional Directors of Primary and Secondary Education, in Greece, in the 1981-2020 period, and their impact of New Public Management. New Public Management approach has influenced public administration and policy in several countries around the globe, inevitably affecting the operation of schools and other educational organizations. Therefore, several changes have been enacted, in an attempt to challenge the status quo of the bureaucratically organized educational institutions. In this way, Greece seems to be abided by the international trends and to adopt specific elements ascribed to the New Public Management approach, giving impetus to educational administration being transformed. For the purpose of this study, primary and secondary sources were examined, i.e.: institutional and legislative texts issued by the Greek Department of Education, in the period under consideration, as well as the relevant literature on the topic. Data analysis revealed that during the first decades the selection policies and practices for the educational executives’ post have constantly focused on the teaching experience as the main asset for the candidate teachers. However, the advent of the millennium seems to coincide with a shift in educational administration, in that the selection criteria are enriched, and the teaching experience ceases to be the main selection factor. New issues appear to gain ground, i.e.: the scientific knowledge and the managerial skills along with teachers’ academic qualifications, professional development and their lifelong learning experiences. In this way, the Greek state seems to follow the international trends and to adopt specific elements ascribed to the New Public Management approach. {"title":"Public Policy for Regulating the Interaction between Labor Market Supply and Higher Education Demand – Israel as a Case Study","authors":"Erez Cohen","doi":"10.33422/3rd.icfte.2020.10.13","DOIUrl":"https://doi.org/10.33422/3rd.icfte.2020.10.13","url":null,"abstract":"The global labor market in general and the Israeli market in particular have been experiencing considerable changes in recent decades, affecting the supply of jobs in various occupations. There seems to be an association between changes in the supply of jobs in the labor market and shifts in the demand for higher education. Examination of two case studies in the Israeli economy shows a bidirectional interaction between the labor market and the system of higher education. In one case, the growing supply of jobs in the field of computers and engineering was found to result in an increasing demand for academic education in this discipline. In the second case, the growing demand for academic education in law resulted in a flooded labor market in this industry with bad effects for the industry. The public policy formed in Israel to regulate the labor market and the system of higher education is aimed at the short term and makes do with examining actual circumstances retrospectively and attempting to improve them by directing students to various disciplines in order to meet the needs of the labor market or correct its failures. {"title":"Perspectives on the Experience of Participating in English Language Presentation Contests","authors":"R. Miles","doi":"10.33422/3rd.icfte.2020.10.17","DOIUrl":"https://doi.org/10.33422/3rd.icfte.2020.10.17","url":null,"abstract":"Oral presentations are a commonly assessed task in university classes worldwide, particularly in ESP (English for Specific Purpose) and second language classes. As such, a substantial body of research exists, documenting the various facets of presentations skills and the views and experiences of both presenters and educators in the classroom. However, scant research exists on how such presenters perceive the experience of presenting outside the classroom, in contexts such as English language presentation contests. For motivated university students, presentation contests offer a further opportunity to experience presenting in a second language and a chance to pit themselves against top presenters from other universities. To better support students in preparing for the difficulties of presenting at such contests in a second language, their views and experiences need to be more rigorously investigated. Therefore, this study investigated the experiences of thirteen Japanese university students participating in three different English presentation contests. The primary research objective was to ascertain whether or not the presenters perceived their experiences as positive or negative, and to establish what factors had mitigated these views. A qualitative research design was employed, and data was collected through the administration of an online survey conducted after the contests had concluded. Thematic analysis and triangulation of the participants’ responses indicates that most of the participants had positive experiences.
