In order to achieve the goal of the “Double Reduction” policy, it is necessary to focus on the implementation of measures to strengthen process evaluation as proposed in the “General Plan for Deepening Education Evaluation Reform in a New Era”. Therefore, the article will analyze the current situation of the research from three aspects: the connotation of “Double Reduction” and process evaluation, process evaluation under “Double Reduction” and process evaluation in English teaching, and look forward to the future development trend, with the aim of implementing the “Double Reduction” policy and giving full play to process evaluation. A comparison of the models with a real experimental method is carried out. The comparison is based on an overlay of the results. The study allowed us to choose the most suitable model. We are interested in the losses by leaks and the losses due to the development of the cell. It combined discipline construction, scientific research platforms, school-government-enterprise, and other cooperation platforms. From educational methods to subject transformation and integration, and from daily teaching to social practice, it promoted the role of college teachers in the alliance to play the role of cultivating people in the era of college education reform. In a typical reinsurance treaty, an insurer cedes part of the loss to a reinsurer. As the insurer faces an increasing number of total losses in the insurance market, the insurer might expect the reinsurer to bear an increasing proportion of the total loss, that is the insurer might expect the reinsurer to pay an increasing proportion of the total claim amount when he faces an increasing number of total claims in the insurance market. Motivated by this, we study the optimal reinsurance problem under the Vajda condition. To prevent moral hazard and reflect the spirit of reinsurance, we assume that the retained loss function is increasing and the ceded loss function satisfies the Vajda condition. We derive the explicit expression of the optimal reinsurance under the TVaR risk measure and TVaR premium principle from the perspective of both an insurer and a reinsurer. Our results show that the explicit expression of the optimal reinsurance is in the form of two or three interconnected line segments. Under an additional mild constraint, we get the optimal parameters and find the optimal reinsurance strategy is full reinsurance, no reinsurance, stop loss reinsurance, or quota-share reinsurance. This study delves into the practice teaching system based on ability training implemented in normal universities, examining the application of this teaching model in teacher education and the potential challenges it may encounter. Our case study reveals that the Project-Based Learning (PBL) approach can effectively transform students from passive recipients of knowledge into active problem solvers, thereby enhancing their critical thinking, problem-solving, teamwork, and communication skills. However, challenges do exist, including ensuring active participation from all students, providing equal opportunities for each student to develop and showcase their abilities, and completing complex projects within a limited timeframe. Therefore, teachers may need to adjust their teaching strategies, and schools need to provide more resources and support.
