We analyze a unique dataset that matches public-private partnership (PPP) projects with Chinese mayors who served from 2010 to 2017, and document a robust tenure effect in public investment. Mayors decrease public investment over time during their tenure. We propose a theory of downward power consolidation for this tenure effect, and argue that mayors prioritize downward benefit distribution using PPP investment to consolidate power. We provide evidence for this hypothesis. Contract-level evidence shows that mayors allocate proportionally more investment to local firms, particularly local state-owned enterprises. Moreover, the tenure effect becomes more salient among mayors who lack local work experience or patronage connections with upper-level officials.","PeriodicalId":188322,"journal":{"name":"Institutions & Transition Economics: Political Economy eJournal","volume":"23 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-07-26","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"121508962","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

However, little is known about the responsiveness of businesses to this tax treatment. This paper expands on this scant literature by focusing on the Armenian tax system which provides incentives for business philanthropy. The support takes the form of a deduction capped at a fraction of business receipts. This generates a kink beyond which the marginal tax subsidy drops to zero. Using administrative panel data for the years 2007 through 2017, we find strong evidence of bunching by Armenian firms at the kink, with a sizeable tax elasticity of giving at the intensive margin. The evidence on bunching is robust to whether firms have been audited, and to whether any tax deficiencies are observed. This suggests that the observed response is likely to be real rather than being driven by reporting responses.","PeriodicalId":188322,"journal":{"name":"Institutions & Transition Economics: Political Economy eJournal","volume":"7 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-02-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"134277415","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Using an international sample of newly privatized firms (NPFs) from 76 countries over the 1998–2017 period, we find that state ownership is associated with a more diversified debt structure. This evidence is more pronounced for higher levels of state control, and is robust to accounting for endogeneity, using alternative samples, and controlling for other owner types. Additional analysis shows that our main evidence is consistent with the soft budget constraint, political, and social views of state ownership. Our results have several policy implications for financial system stability and the efficient allocation of financial resources in the economy.","PeriodicalId":188322,"journal":{"name":"Institutions & Transition Economics: Political Economy eJournal","volume":"31 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-01-26","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"123280374","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

This suggests that markets assign country specific default risk assessments. In this paper we focus on one natural source of this difference – the quality of their institutions. We begin by showing that the average sovereign spread is positively related to the average percentage of a government contract that must be given as a “gift” in order to secure the contract. We then build a sovereign default model where the government is constrained to use corrupt bureaucrats to deliver public goods and services and manage its accounts. Using the gift data as a measure of the public resources diverted by bureaucrats, and the Rule of Law index as a measure of institutional quality, we estimate the diversion policy of bureaucrats and use it to calibrate our model to international data. We use the model to generate an artificial international data set where countries vary only in the institutional quality parameter. Running the same regressions on our artificial data, we find that average spreads are positively associated with the bribe (gift) rate and with average debt levels. The model implies that when revenue streams are low, a benefit of default is that public services net of bureaucratic diversion actually increase. Since the net gain in public services obtained by defaulting is decreasing in the level of institutional quality, international lenders assign lower default risk to those countries.<br>","PeriodicalId":188322,"journal":{"name":"Institutions & Transition Economics: Political Economy eJournal","volume":"77 8 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-01-14","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"126216437","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

It directly affects the activities of the state, its successful cooperation in the international market. In the modern world, the country cannot develop without cooperation with other States in the economic, socio-political, cultural, scientific, technical, educational and information spheres.<br><br>The state image is a General concept reflecting a dynamic phenomenon, which is formed first of all as a result of the purposeful information policy of the state; secondly, under the influence of its natural factors, history, culture, geographical location, availability of economic and human resources, and other objective factors. At the same time, it is also associated with a subjective factor, such as the attitude of a person to a particular place, art or national cultural values: impression, imagination, the formation of interest. An important factor in the formation of a positive image of the state is its \"cultural diplomacy\".<br><br>There are many studies in this field abroad. Despite these challenges posed by institutional crises in failed states, decentralized responses to institutional crises remain an important option. In such contexts, individuals and communities often find solutions to complex problems. Self-governance therefore provides an important option for state-building. We clarify under what conditions self-governance is expected to provide a framework for state-building. We use evidence from Afghanistan to illustrate the capacity for decentralized response and the limitations of centralized responses to institutional crises.","PeriodicalId":188322,"journal":{"name":"Institutions & Transition Economics: Political Economy eJournal","volume":"60 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2020-08-18","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"123451813","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

{"title":"Hong Kong’s Civil Disobedience under China’s Authoritarianism","authors":"Shucheng Wang","doi":"10.2139/ssrn.3667394","DOIUrl":"https://doi.org/10.2139/ssrn.3667394","url":null,"abstract":"Acts of civil disobedience have significantly impacted Hong Kong’s liberal constitutional order, existing as it does under China’s authoritarian governance. Existing theories of civil disobedience have primarily paid attention to the situations of liberal democracies, but find it difficult to explain the unique case of the semi-democracy of Hong Kong. Based on a descriptive analysis of the practice of civil disobedience in Hong Kong, taking the Occupy Central Movement (OCM) of 2014 and the Anti-Extradition Law Amendment Bill (Anti-ELAB) movement of 2019 as examples, this article attempts to explore the extent to which and how civil disobedience can be justified in Hong Kong’s rule of law-based order under China’s authoritarian system, and further aims to develop a conditional theory of civil disobedience for Hong Kong that goes beyond traditional liberal accounts. More specifically, it is argued that an act of civil disobedience targeted at the actions of the central government, which has no democratic accountability to the people of Hong Kong, is one aimed outside the domain of Hong Kong’s autonomy, and is thus unlikely to succeed in the Hong Kong context. By contrast, an act of civil disobedience intended to push against the government of Hong Kong acting within its domain of autonomy largely fits into Hong Kong’s semi-democratic system. Moreover, it is suggested that both forms of civil disobedience have had significant utilitarian value as a civic educational tool. Finally, this article seeks to reconcile unlawful acts of civil disobedience with Hong Kong’s rule of law by establishing clear limitations on permissible conduct, with particular attention paid to non-violence as a fundamental condition, albeit without excluding the use of limited forms of violence as an appropriate strategy, e.g. to invigorate political participation, in particular when available democratic and peaceful channels have been exhausted.","PeriodicalId":188322,"journal":{"name":"Institutions & Transition Economics: Political Economy eJournal","volume":"19 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2020-08-05","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"131926848","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
