Session initiation protocol (SIP) which is an application layer signaling protocol is also standardized by 3GPP and 3GPP2 for session establishment, management, and transformation. In this paper, we study the SIP-based signaling delay for IMS session establishment in 3rd generation (3G) network and worldwide interoperability for microwave access (WiMax) network for different channel rates. In our delay analysis, we take into account transmission, processing and queueing delays at network nodes. In this paper, the different facets of Web services are identified and a flexible approach to engineering complex Web services is adopted in the form of a proposed framework for the development of Web services. After the examination of its main constituent parts, it is argued that its full potential and that of Web service engineering in general, is realized through the gradual formation of a rich service grid offering value-added supporting functionality and therefore the main desirable properties of such a service grid are highlighted. As the key to the idea, a new context-aware SIP proxy is worked out. It will support environment adaptability through policy decision and exchange of context information using SIP and its sibling protocols. In this new proxy, we propose to deliver context according to specific environment characteristics. Network context sensing and control is another contribution in our work. This solution helps us to control QOS and realize network and service adaptation practically. The key design effort is focused on the general mapping between observed activities of the underlying telecommunication infrastructure elements and corresponding SLA instance object state construction. The scheme consists of finding explicit routes for real-time UDP flows, on network links that -at flow entry time- do not present more than 50% bandwidth utilisation. As for TCP packets, they will be routed on the unique least-cost path found through standard Link State algorithms.
