This study aims to help clarifying the present discourse on sustainable procurement, with particular attention to international cooperation programs in developing countries. How is sustainable procurement understood from the side of practitioners within the sector of development cooperation? Do they share a homogeneous understanding of what it is, what are its effects, and what should be done of it, or do they rather hold contrasting views? In order to answer these questions, the present study employs a Q methodology for identifying different viewpoints that practitioners of development cooperation hold about this topic. The specific provisions of the CC-FIPA are compared with Canada’s Model Foreign Investment Protection Agreement (FIPA) to determine what is unique about this Agreement in particular. These provisions are briefly explained and contextualized by drawing on major cases from investor state arbitration under NAFTA as well as the International Convention to Investor State Dispute (ICSID). However, we claim that despite current difficulties the EU’s 'capabilities-expectation gap' is being overcome as the East Asian region is entering a transformation stage. Furthermore, we argue that the EU will continue to strengthen and that its security role in East Asia will increase in the future. The result will likely be that the Union, along with allies, will emerge as a more important actor in some critical regional security issues, including sea-lane protection and the North Korean situation. First, we employ Power Transition Theory to discuss the changing regional power structure - conditioned by the relative decline of U.S. dominance vis-a-vis China - which provides opportunities for the EU to involve itself in East Asian security affairs. We focus particularly on the EU’s ability to promote East Asian regionalization. Second, we show that institutionally the EU is approaching a position wherein it can make greater (although limited) CFSP/CSDP engagements, especially via cooperation with the U.S. and some regionally important countries in East Asia. The obvious place to look – recent price inflation in United States – fails however to provide the answer. We argue that the driving force is a broad trend to monetize gold internationally, a trend that would naturally lead to a renewal of a gold standard. If so, we can expect a dynamic transition as gold replaces dollars as the world monetary base. We fix then on the main features of the transition, on the advantages and disadvantages of a gold standard. While previous research has emphasized domestic political factors, we focus on power politics in situations in which powerful states disagree on the merits of a treaty. We argue that states supporting the status quo should discourage third parties from ratifying the treaty, whereas challenger states should entice them to do so. Based on this theory, we expect third parties’ ratification decisions to be influenced by their dependence on the conflicting states. To test the theory, we use data on the conflict between the United States and the European Union over the regulation of trade in genetically modified organisms. The European Union created a new treaty, the Cartagena Protocol, to enhance biosafety regulation and propagate the “precautionary principle” over the “sound science principle” defended by the United States. Chinese companies of multi-nationalities currently control the newly born oil industry in the country. Needless to say that the dire needs of the government because of its international isolation and sanctions compelled it to be subjected to bellow standards conditions in all economic and environmental aspects. The government accepted the conditions for the past twelve years. However, the secession of Southern Sudan into new country gives better re-negotiations opportunity to the newly born country. Meanwhile, the North is compelled to accept whatever conditions imposed on it for those Multinational companies, as referred before as controlled by Chinese capital and administrations. It is suggested here that the improvements that occur to the Northern Sudan's oil industry shall be carried out in new concessions provided by Western companies. However, entering such a tax treaty is not unambiguously favorable for both partners if their bilateral FDI positions are asymmetric. Due to the usual bias toward residence-based taxation in DTTs, net capital importers can face a considerable loss of tax revenues when entering these treaties. Nevertheless, there is an ever denser and growing global network of such treaties. This article argues that net capital–importing countries are caught in a prisoners’ dilemma: Collectively, they would be better off refusing to sign DTTs, but each one has an incentive to sign DTTs to gain a competitive advantage. Countries will look toward and be influenced by the policy choices of other focal countries and will follow their DTT activity. We find evidence for such spatial dependence in our analysis of DTT diffusion in a global sample over the period 1969–2005. The situation, however, is changing drastically. The future of East Asia regionalism has become amorphous because of complicated new trends. Japan, one of the important actors that constitute triangular relationships in East Asia, has been encouraging development of East Asian regionalism in the economic arena. Australia and Japan continue to work closely together in APEC, and are both founding members of the East Asia Summit. China’s growing political presence in East Asia, particularly within ASEAN, and the emergence of new regional organisations after the Asian Financial Crisis meant that John Howard could not afford to ignore regional multilateral diplomacy, despite his preference for bilateralism. The prevailing wisdom is that under certain conditions political leaders can use domestic constraints to get a better deal at the negotiating table. In this paper, I argue that under certain conditions leaders have an incentive to use ‘international constraints’ to pressure their domestic constituents into accepting a particular policy.
