The current legislative framework does not formulate strategic goals for increasing the efficiency of the population protection system from destructive events, increasing the efficiency of the Ministry of Emergency Situations on the basis of breakthrough technical and technological re-equipment of its structural units based on the world-class domestic developments. In this regard, the President of the Russian Federation at the meeting of the Security Council on September 11, 2020. defined the task of improving the system for protecting the territory and population of the country from the risks of man-made accidents and emergencies. The statement of this task is due to the noticeably increased number of man-made accidents and emergencies, and the increased level of negative consequences. Thus, it is currently relevant to organize monitoring of the current regulatory framework governing the functioning of the EMERCOM of Russia. The analysis showed that the current regulatory framework does not provide a breakthrough scientific, methodological and technological development of the EMERCOM of Russia. The article reflects the nuances of the term “counterfeit” in modern economic conditions. The author defines the forms in which counterfeit can manifest itself and the legality of its forms on the territory of the Russian Federation and the Eurasian economic Union. A parallel is drawn between the terms “counterfeit” and “trademark”. The key institution that plays one of the main roles in the fight against counterfeiting is identified. The article analyzes and identifies the key countries that supply counterfeit products to the territory of the Russian Federation. The main objects of counterfeit goods on the territory of Russia are reflected. The author analyzes the statistics of counterfeit goods detected by customs authorities over the past 5 years. The methods of importing counterfeit products and the reasons why consumers prefer to buy them are identified. On the example of Vladimir region the analysis of avoided damage that would be dealt to the owner of the intellectual property. The analysis and systematization of types of liability for illegal use of a trademark is carried out. The purpose of the article is to establish functioning legal opportunities to reduce debt load and to identify directions for optimizing national legislation governing the provision of credit products. To effectively impact digital transformation on lending, the focus should be on developing a new mindset to make the best use of technology, motivate people and streamline processes. It is financial institutions that create a collaborative and innovative culture to drive change that can deliver real returns on their technology investments in banking. Conclusions are formulated that there is a need for regulatory regulation of online lending, the introduction of digital credit platforms, and the development of credit and digital culture of the population. First of all, this concerns amendments to the law “On banks and banking activities” on the provision of digital credit.
