Currently, cloud computing technology has been accepted and deeply used by more and more universities. The adaptive learning platform based on OBE teaching mode is designed and formed in this context. The main purpose of this paper is to study the design of adaptive learning platform based on OBE teaching and learning from the perspective of cloud computing. This paper combines the “OBE” concept with various learning models that are currently popular. The platform can be used for teaching without the need for teachers to design teaching programs and change the way teachers teach and learn. The adaptive learning platform can dynamically adjust the learning program, content and resources according to the actual situation and learning of the students, and the students can exit the system interface at any time after completing their assigned learning tasks and continue learning after self-modification of the current learning content. This platform enables students to learn each knowledge area more independently by dynamically adjusting the management of classroom progress and course schedule through independent selection of learning content, adjustment of learning time and learning plan. The foundation of mastering financial risks lies in financial risk assessment. This paper mainly uses the way of experimental testing, using control variables to detect the system. The experimental results show that when the number of concurrent times is 60, the CPU utilization of the database server of the analysis module and the early warning module is the same, and the response time is less than 0.3s. Rice is threatened by a number of illnesses. For precise disease prevention and control, it is critical to establish rapid and accurate identification of rice plant illnesses. Many rice explosion organization methods necessitate the expertise of experienced agriculturalists. Keeping a watch on the farm for signs and symptoms of contamination takes a lot of time and work. To detect rice plant illnesses, current techniques investigation use snap shots or non-photo hyper spectral statistics, which necessitate human strategies to obtain the snap photos or data for evaluation. Rice blast detection is based on a non-photograph IoT sensor-based IoT infrastructure for soil cultivation. Unlike image-based fully plant disease detection systems, our agricultural sensors generate quasi information that can be routinely taught and analyzed by the AI mechanism in real time. This research proposes RBD-AIIoT method for detecting rice plant ailments that combines AI and IoT tools. The experimental data show that the running time of the algorithm decreases with the support, and the running time is only 30s when the support is 0.3. In order to improve the quality and reliability of transformers, it is necessary to achieve effective monitoring of transformer defects by means of assembly. This paper investigates the development of a transformer abnormality detection and monitoring system using wireless communication technology, which allows the production process to be displayed on the console in real time and the corresponding data to be sent to the control center via the client. This paper analyzes and proposes a strategy for the hidden quality problems in the transformer installation process, and realizes a RM and defect detection system for transformer assembly, which enables real-time monitoring and defect detection of transformers, while the operation interface can be displayed directly on the computer screen, making it easy to view and analyze the working status of the transformer after installation and improving work efficiency. This technology has a wide range of applications, including in agriculture, environmental protection, public safety, and traffic flow management. The use of unmanned aerial vehicles (UAVs) in smart cities is another promising new use for this technology. By 2050, the world's population is expected to have doubled. As a result, towns and communities face new difficulties and possibilities as a result of these expectations. For any smart city design, efficiency and cost-effectiveness are the primary objectives. After the global economic downturn, people's curiosity for smart cities has grown exponentially. Unmanned aerial vehicles' (UAVs') to discover the optimal route between a source and a destination, vehicle routing is a crucial field for study. There are a number of crucial considerations to be made in order to address these challenges in vehicle routing for UAVs. UAVs must be able to see where they are in relation to the map or graph in order to make these judgments. Planned routes for unmanned aerial vehicles are not only designed to minimize the risk of collisions, but they are also designed to be as efficient as possible. To get at the end destination in the least amount of time feasible, solution for vehicle routing problems is essential. In this work, we provide a solution to the vehicle routing issue in the form of an algorithm. The use of Delaunay triangulation is done to achieve the shortest path for the intelligent systems from source to destination. The old technique, however, cannot be employed efficiently in a manufacturing line due to its poor accuracy and slow working speed. The existing, well-liked deep learning-based algorithm also suffers from a lack of precision, and there is still much opportunity for development. This paper presents an approach for reducing average running time while enhancing accuracy by combining upgraded faster region convolutional neural networks (faster R-CNN) with improved ResNet50. The updated ResNet50 model starts with a picture and then adds the deformable revolution network and a better cutoff to determine if the sample has defects or not. The algorithm outputs a sample free of flaws if the likelihood of a defect is less than 0.3. Otherwise, the data are added to the modified faster R-CNN, which includes matrix NMS, enhanced feature pyramid networks, and spatial pyramid pooling.
