Lucio","doi":"10.7591/cornell/9781501736575.003.0001","DOIUrl":"https://doi.org/10.7591/cornell/9781501736575.003.0001","url":null,"abstract":"This chapter provides an overview of the challenges of studying and trying to understand the impact of new forms of immigration on labour and employment relations, considering questions of context and the diverse meanings and strategies of solidarity and inclusion. Having outlined the debates, we then turn our attention to the specific challenges that emerge when we begin to compare the way trade union-immigrant relations have evolved in different national contexts. We argue that this comparative dimension allows us to explain the way different sets of relationships and strategic links between the actors involved may emerge. Since the early 1990s, trade unions in the Netherlands countries started developing policies to better represent the rights of immigrant and ethnic minority workers. Trade unions focused on the labour market inclusion of ethnic minority workers by promoting and supporting initiatives related to education and training, and measures aimed at fighting labour market discriminations. These initiatives were mainly developed through tripartite and bipartite negotiations within an industrial relations system characterised by a strong tradition of social dialogue which also guaranteed a high degree of institutional embeddedness in trade unions. In the UK, the dominant strategies and responses have focused on organising immigrant workers and support for the inclusion of immigrant and BAME workers, particularly in terms of self-organisation and inclusion through learning and training strategies. The tradition, albeit changing, of voluntarism in the UK, where there is less of a role for the state in labour relations more broadly, has meant there has been a lack of collective regulation and state-led inclusion strategies in relation to the social inclusion and integration of immigrants. Spain has seen a quick and systematic increase in immigration since the early 1990s, which has been concentred in sectors with a weaker or weakening trade union representation and challenges in terms of state regulation and regulatory reach. Yet, trade unions have adopted an inclusive approach which is based on integration and the extension of general and universal rights. The motives for this may derive from a desire to shore up the system of regulation in the face of ever greater labour market change and dualism.
