Concepts like digital libraries, fair use and limitations on exclusive rights, tpm and drm, copyleft and free/open source contents is analysed. Global practice shows that many IRs are administered by librarians in the academia. This article examines the nexus between libraries and IRs. It observed that though the emergence of IRs holds great advantage for academic institutions, many Nigerian institutions, especially universities, do not have functional IRs because of the inability of their libraries to run them. The article further identifies the digital divide, inadequate financing, the lack of ICT skills and awareness as well as copyright issues as challenges inhibiting the establishment and management of IRs in Nigeria. Universities are better placed to consolidate, preserve, disseminate and facilitate easy access to such knowledge. This chapter explores the role that can be played by Institutional Repositories (IRs) in fulfilling this goal. Literature was reviewed to provide a conceptual overview of the role of IRs, to establish the challenges faced by universities in enabling access to IK in institutional repositories and explore strategies that can be employed to promote their use. The findings revealed that academics have not fully embraced the IR technologies; therefore, librarians struggle to secure content for their IRs. Due to the efforts of OA supporters worldwide now even commercial publishers have started supporting open access to their content through various open access models. Many public institutions like universities and R&D Labs have realized the importance of OA in developing the society in general. As a result, these institutions have come up with OA repositories, archives and libraries. As with any such proliferation of information, OA resources have increased manifold and can easily overwhelm even an experienced user. Also different repositories may use various digital library software, which presents the problem of multifarious search interfaces and features. The solution can be found in the open community of open source software and open standards. The open source metadata harvesting software PKP-OHS and the open protocol for metadata harvesting i.e. OAI-PMH come to the rescue. It analyzes the implications of these barriers from the broader institutional policy perspective in improving the access to higher education for users with print disabilities. The author concludes by reiterating that achieving technical accessibility through adherence to industry or legal standards alone is not adequate for making usable research and teaching libraries available to students and scholars with print disabilities. A descriptive survey method was used for the study. The present study found that library users found CUB E-journal One Search as a useful tool to get their desired information out of 9000 subscribed e-resources in the university. Most of the users used CUB E-journal One Search frequently in order to find relevant articles, write their assignments and research articles. The study indicated that the library users were influenced by Google like single search boxes and wished to have same features. Further, users expected features like document recommendation, search filters, RSS and on-screen help from the discovery tool. The paper is a first attempt to study the impact of open source discovery tools on the library users. A few federated search engines like EBSCO Discovery service, Summon (web scale discovery service), Knimbus, Mendeley, FedGate, ABCD open source software, Google CSE etc. are being used by libraries to give access to all subscribed or free online e-resources as well as library catalogues, archives' and other reading materials in the library to save the time of readers and give easy access to multiple databases and resources through federated search tool. In distance learning and online education environment libraries need to provide the right information on a single platform to its users from all resources or databases available in the library in a minimum of time. DLs are created by Library professionals, publishers, Government initiatives, societies and other higher educational institutions. There are different types of files and file formats are created and stored on DL. For uploading the files, the copyright / IPR issues are involved. As one cannot upload directly someone's file without the permission of that person. In information communication technology (ICT) environment, the Internet and web enables everyone to have access to the e-contents available from anywhere at any time. Due to this, DL creators cannot take it granted to upload them and make them available online. The IPR issues in digital environment plays a key role for identifying and taking permissions from the respective authors / publishers / content creators to upload the digital content.
