Just as peacekeeping does not have space in the UN charter, local actors do not have a clearly defined space in the UN-led conflict resolution process. However, they have gained recognition, especially in policy work, and slowly in the academic discourse, as academics and practitioners have begun to find ways of making peacekeeping and peacebuilding more effective in the 21st century. Therefore the construction and perception of local actors by international arbitrators play an important and strategic role in creating and shaping space for the former to actively establish peace where violent conflict is imminent. It first builds from Amitav Acharya’s work, in which he envisaged the end of United States hegemony and a world order of multiple leadership and power competitions, a scenario that he calls a “multiplex world.” To a large extent, post-hegemonic regionalism grew at odds with U.S. regional and hemispheric ambitions of market-led governance and in a context of weakened U.S. hegemony in Latin America. As a concept, denotes the region as a political space in which transborder governance is anchored in a new consensus about what cooperation and diplomacy is and is for, giving way to a reorganization of the regional scenario and the emergence of diverse efforts in new areas of cooperation. Their functions, structures and effectiveness have generated important debates across disciplines, analysts and positions on the ideological-political spectrum. What interests and logic motivate the international financial institutions’ (IFIs) loans? Following an international political economy perspective and mainly based on the literature produced in the early 21st century, we analyze the role played by three variables: the geopolitical and financial interests of powerful global actors, institutional and bureaucratic logic, and the borrower’s interest and domestic policy. These three variables interact and influence the financial decisions made by the International Monetary Fund (IMF), the World Bank, and the major regional development banks (the Inter-American Development Bank [IADB], Asian Development Bank [AsDB], and African Development Bank [AfDB]). On the other hand, what are the main economic and political effects in the recipient countries? The IMF’s credit tackles balance-of-payments crises mainly through adjusting domestic output and consumption, which usually has negative social costs. Development bank lending has diverse effects. Although it tends to boost growth and strengthen domestic accountability, it does not always guarantee the attainment of development goals. In its own way, it is also a subject of innovation. The three interrelated strands of relationships safeguarded by the Good Friday (Belfast) Agreement of 1998 in many ways define the border. These relationships run within and between the two islands of Ireland and Britain, and also between the two political traditions in Northern Ireland. Nationalists and Unionists have come to define much of their ethos in relation to the symbolic meaning of the Irish border: The former want the border removed and the latter see the border as necessary to keep Northern Ireland as part of the United Kingdom. This helps to understand the prominence given to the Irish border in the context of the United Kingdom’s withdrawal from the European Union (EU), as well as the controversy around the terms of the U.K.–EU Withdrawal Agreement, which changed the nature of the relationship between Northern Ireland and the rest of the United Kingdom as well as between Northern Ireland and Ireland. The BRI, which will pass through over 60 countries in Asia, Europe, Middle East, and Africa, aims at improving and creating new trading routes and investment opportunities. It consists of the Silk Road Economic Belt (SREB) and the Maritime Silk Road Initiative (MSRI), and is a continuation of China’s “opening up” policy. It comprises six overland and one maritime economic cooperation corridors, supporting the expansion of Chinese enterprises abroad to facilitate industrial upgrading at home, paving the way for Chinese outward foreign direct investment (OFDI) and trade abroad, and advancing the internationalization of the Chinese currency. In addition, the project is welcomed by recipient countries due to their need for infrastructure investment. China remains the biggest player in the initiation and implementation of BRI projects. As such, the impact of Chinese projects on the economic, political, cultural, and environmental fabric of host countries will likely be dramatic, especially since many BRI projects are large-scale infrastructure projects that cut across different regions and states. Furthermore, most of the studies are focused exclusively on the Brazilian context, without extending their conclusion beyond national boundaries. However, the analysis of more than 200 articles, published by Brazilian academics in local and international journals since the 1950s, reveals that new trends are emerging since the beginning of the 21st century. There is a steady increase of articles using foreign policy analysis tools and concepts, a growing number of comparative studies, and a tendency to develop middle-range theories that can be replicated elsewhere. At a level of higher specificity, however, international orders can vary along a number of dimensions (or fault lines). This includes whether order is thin or thick, premised on position or principles, regional or global in scope, and issue specific or multi-issue in nature.\u0000 When it comes to how orders emerge, the majority of existing explanations can be categorized according to two criteria and corresponding set of questions. First, are orders produced by a single actor or a select subset of actors that are privileged and powerful, or are they created by many actors that are roughly equal and undifferentiated in capabilities and status? Second, do orders come about from the purposive behavior of particular actors, or are they the aggregated result of many behaviors and interactions that produce an outcome that no single actor anticipated? The resulting typology yields four ideal types of order explanations: hegemonic (order is intentional, and power is concentrated), centralized (order is spontaneous, but power is concentrated), negotiated (order is intentional, but power is dispersed), and decentralized (order is spontaneous, and power is dispersed).\u0000 Finally, it is useful to think about the process by which order can transform or break down as a phenomenon that is at least sometimes distinct from how orders emerge in the first place. The main criterion in this respect is the rapidity with which orders transform or break down. Although many studies have been conducted on the reasons of conflict-induced displacement, various questions remain of interest for the scholars of international relations, especially questions pertaining but not limited to the (a) gendered aspects of conflict, displacement, and peace processes, (b) predicting possible future displacement zones, and (c) best political and social designs for returnee communities in post-civil war contexts.\u0000 Most studies still focus on the negative consequences of forced migration, undermining how refugees and IDPs can also contribute to the cultural and political environment of the receiving societies. Considering that there is a huge variation in types of conflict, motivations for violence, and the resulting patterns of displacement within the category of civil war, more research on the actors forcing displacement, their intentions, and subsequent effects on return dynamics can benefit research in this field. Similarly, research on return and reconciliation needs to treat displacement and return as a continuum. A relative absence of state institutions in farther regions, the uneven distribution of land, and an impoverished peasant class were elements fueling rebellious movements. By the 1980s, however, FARC had become something more complex than an insurgent organization. After initially opposing the idea, the group accepted the generation of income through the taxation of activities in the cocaine-illicit economy. An unprecedented process of growth experienced by the insurgency, with this income, allowed a remarkable offensive against the security forces, in specific regions, by the end of the 1990s.\u0000 Since then, an explanation of the organization as a “pure” political insurgency would be inaccurate; the motivation and purpose of some fighters within the group was profit. Although an explanation radically separating political and criminal (economic) agendas may be flawed, at least a concept which portrays the organization as something more than just an insurgency seems helpful. The concept of hybrid group, in which armed, political, and criminal dimensions coexist, invites exploring different types of motivations, purposes, and tasks that fighters might have.\u0000 The observation of these dimensions also contributes to an understanding of the evolution of FARC after the Havana Agreement. A strong military offensive during the 2000s was one of the factors motivating the group to engage in peace negotiations with the Colombian government. According to this predominant instrumental understanding of technology, IR “added” technology as a residual variable to existing explanatory frameworks. Consequently, qualitative systemic change—as well as continuity—could only be addressed within existing models and their respective core variables. Subsequently, traditional approaches increasingly experienced difficulties to adequately capture and explain empirically observable systemic changes in the form of growing interdependence, globalization, or trans-nationalization, as well as a plethora of technology-induced new policy challenges. Contrary to traditional conceptualizations, a growing number of scholars have instead embarked on a project to open the “black box” by redefining technology as a highly political and integral core component of global affairs that shapes and itself is shaped by global economics, politics, and culture.
