Trade reform has clear implications for the overall economic performance, in terms of either employment creation or destruction as well as labour reallocation. Against this backdrop, this study examined the empirical relationship between trade liberalisation and sectoral employment in Nigeria using time-series macroeconomic data from 1986 to 2008. Three key sectors of the economy covered by the study are manufacturing, agriculture and services. The study employed Ordinary Least Squares to measure the impacts of trade liberalisation on sectoral employment. The result revealed that the trade liberalisation impact on employment differed across sectors; and that trade reforms have no significant effect on sectoral employment during the period covered. The study recommended that trade liberalisation should be embedded in a coherent set of macroeconomic, structural and social policies in order to be successful in terms of employment generation. Also, active labour market policies should be put in place and underscored to facilitate adjustment to changes in production structure brought about by trade and trade reforms. This report examines the determinants of this phenomenon in the period 1970 to 2005. The econometric analysis indicated that in the context of poor governance and bad institutional quality, external debt, aid and natural resources, revenues are used in part to finance capital flight. The results also revealed that capital flight arises in the presence of macroeconomic instability that occurs in the forms of an increase in inflation, an exchange rate overvaluation, a decline in terms of trade, uncertainties in government consumption, real interest rates and budget deficits. Furthermore, capital flight episodes arise in the context of less developed financial systems, resulting in reduced deposits and in credit to the private sector. Exploring the effects of other factors, this study found that past capital flight, foreign direct investment and remittances are important in explaining current capital flight, while rate of return differentials and armed conflict have insignificant effects. The policy implications of these results are analysed to determine how to induce capital flight reversal. Also, it assesses the long-run and short-run elasticities of aggregate imports and their components, and determines whether the import demand function has shifted during the period under consideration as a result of trade liberalization. Cointegration and error correction models are used to estimate parsimonious models for aggregate imports and three other categories. The results indicate that domestic income, foreign exchange reserves and trade liberalization all play significant roles both in the short-run and long-run import demand levels in Ghana. We also find that there is general parameter stability in the import demand functions over the study period. Therefore, trade policy authorities who aim at reducing imports to correct balance-of-payments imbalances in the long run should focus their efforts on policies that will increase the per capita income at the macroeconomic level and implement policies that will ensure an even distribution of per capita income to reduce poverty. vi","PeriodicalId":162902,"journal":{"name":"African Journal of Economic Policy","volume":"30 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2009-08-07","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"114914925","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
