{"title":"Characteristics and Reduction Directions of Fine Particles by Regions in Korea","authors":"Eunlak Choi, Yong-Bin Lim, Yong-Pyo Kim","doi":"10.5572/kosae.2023.39.5.600","DOIUrl":"https://doi.org/10.5572/kosae.2023.39.5.600","url":null,"abstract":"The high temporal resolution (1 hour) measurement data at five intensive air quality monitoring stations from January 1 to December 31 in 2020 were used (1) to find the characteristics of fine particles (PM 2.5 ) and (2) to estimate the sensitivity of the fine particles mass concentration to the variation of major ambient inorganic species, such as sulfate, total nitric acid (nitric acid + nitrate) and total ammonia (ammonium + ammonia). A gas-particle equilibrium model, ISORROPIA II, was used for the analysis. The acidities and aerosol water contents at the five stations were comparable to each other. The annual mean values for pH and the concentration of the aerosol water content were 3.7 and 15 μg/m 3 , respectively. At all stations, the fine particles mass concentrations were most sensitive to the variation of the concentrations of total nitric acid followed by those of sulfate and total ammonia. Ammonia reduction was effective for PM 2.5 reduction when ammonia was reduced by more than 60% of the 2020 level. {"title":"The Significance of the 3<SUP>rd</SUP> Comprehensive National Air Quality Improvement Plan and Directions for Policy Implementation","authors":"Changsub Shim, Ki-Chul Choi, Sungyong Gong, Jinseok Hahn, Seungmin Lee, Yemin Chung, Eunhye Jung, Geonsoo Na","doi":"10.5572/kosae.2023.39.5.710","DOIUrl":"https://doi.org/10.5572/kosae.2023.39.5.710","url":null,"abstract":"This paper aims to address the background, significance, and core contents of the Third Comprehensive National Air Quality Improvement Plan (hereafter referred to as The 3 rd Plan (2023 ~ 2032)), which is the top-level national plan for air pollution management in Korea based on the National Air Quality Preservation Act. The 3 rd Plan was established before the conclusion of the 2 nd Plan, responding to evolving both domestic and international circumstances, including national legislation and policies for carbon neutrality, and recent strengthening of air quality standards by the World Health Organization (WHO). The 3 rd Plan sets the goal of significantly reducing the emissions of air pollutants and improving the annual average concentration of fine particulate matter (PM 2.5 ) to 13 µg/m 3 by 2027 (12 µg/m 3 by 2032) in order to meet the current national air quality standards. To achieve this goal, the plan includes targets such as achieving a 29% reduction in PM 2.5 and a 45% reduction in NOx emissions by 2032 (base year of 2021), achieved through measures such as promoting the adoption of low/no emissions vehicles and significant reducing emission allowances for industrial facilities. Additionally, the 3 rd Plan also outlines policies to combat the deterioration of domestic ozone pollution through researches and effective reduction of volatile organic compounds (VOCs). To achieve these objectives, future air quality plans should align with the National Determined Contributions (NDC) roadmap for carbon neutrality. Practical measures are needed for managing both greenhouse gases and air pollutants together. Transitioning to air quality goals based on toxicity assessments is essential. Improving emissions inventories for hazardous air pollutants (HAPs), conducting health impact assessments, and enhancing governance and government support for local governments are also critical. {"title":"Characteristics of Fine Particulate Variations in the Underground Subway Platforms: A Case of Seoul","authors":"Yongbum Kwon","doi":"10.5572/kosae.2023.39.5.675","DOIUrl":"https://doi.org/10.5572/kosae.2023.39.5.675","url":null,"abstract":"This study aims to investigate the potential relations affecting indoor air quality (IAQ) of underground subway platforms based on the hourly PM 2.5 monitoring data from subway platforms and air quality monitoring station (AQMS) as well as passenger statistics in 2022. Among more than 250 subway stations in lines 1 to 8 of Seoul subway, (1)-Jonggak; (2)-Euljiro1(il)-ga; (3)-Irwon; (4)-Mia; (5)-Gwangnaru; (6)-Beotigogae; (7)-Suraksan; (8)-Songpa were targeted recording the highest annual PM 2.5 level in each line. PM 2.5 in the underground subway platforms generally showed a significant correlation with the number of passengers by frequent train services during the station operation time, and thus higher-level of PM 2.5 was observed during rush hours. Otherwise, the influence of ambient air to subway platform IAQ was more predominant in the station closing time. Eventually, the variation of PM 2.5 level in the underground subway platform was mainly determined following the degree of correlation with internal (train frequency and passenger) and external (outdoor air quality) influence factors as temporal variations. In case of specific period such as the highest indoor PM 2.5 day and the largest passenger day, the correlations between platform PM 2.5 and passenger were increased about 46 ~ 3% and 13 ~ 78%, respectively than the normal period. For high-level PM 2.5 (PM 2.5 warning) period, indoor PM 2.5 level was raised up to 85% comparing normal period. This aspect was also similar on seasonal variations case, because seasonal mean PM 2.5 levels in the subway platform showed parallel trend with seasonal mean outdoor air qualities.
