The NRCS abstraction method is based on two assumptions. The first is\u0000that the ratio of actual water retention after ponding to maximum\u0000potential retention after ponding is equal to the ratio of actual\u0000surface runoff to potential surface runoff. The second assumption is\u0000that the initial abstraction for the watershed is twenty percent of the\u0000maximum potential retention. This study shows that both assumptions\u0000violate continuity principles and proposes a modification that renders\u0000an elementary relationship accounting for all abstraction forms by\u0000dividing them into a variable and constant components. Consequently, the\u0000surface runoff computation becomes dependent on the soil initial\u0000moisture content and implicitly influenced by the initial abstraction,\u0000while retaining the advantage of the subjective selection of curve\u0000number from extensive database from which the NRCS method has gained\u0000popularity. A new time of concentration model is also proposed to extend\u0000the computation for flood hydrograph generation.
