On the basis of the analysis, recommendations are made on reduction of term of NPP licensing. The problem of reduction of NPP construction time limits is an actual one for the State Atomic Energy Corporation «Rosatom», because on 20.09.2008 the Government of the Russian Federation approved the Program of activities of the State Atomic Energy Corporation «Rosatom» for a long-term period (2009–2015), according to which it is planned to construct, at least, 10 nuclear power plant units. In order to fulfil that program, it is necessary to optimize current time limits and schedules of NPP construction taking into account international practices. Автором соотнесено понятие «срок» с другими категориями философии пространства и времени, а также понятиями публичного права. Делается вывод о том, что политическое значение сроков в избирательном праве серьезно влияет на организацию выборов и их трансформация может быть направлена на использование закона. Поэтому сроки законодательных актов можно оценивать с позиций своевременности, достижения необходимых основополагающих целей государства и общества. We reveal a relationship between corruption level and the conditions for entrepreneurial business . Recommendations are given on how to reduce the level of corruption and to improve the economic climate in the Russian Federation .Keywords: corruption, entrepreneurial business, legislation of foreign coun-tries, Finland, Singapore, Russia T he author selected as subjects for research the two countries that, for the last five years, have been ranked highest by Transparency International, the non-governmental interna-tional agency . This agency was organized to fight corruption and to research corruption levels in states all over the world . The article analyzes bibliography of academic literature on regulatory legal acts and local legal acts. A comparison is made of attitudes of scholars of the Soviet and Russian jurisprudence. The author brings to light attributes of local legal acts which have synthesized the best practice of researchers and are enriched with the author’s attitude. The division of local acts in intraorganizational and externally oriented ones developed by the author is valuable in practice. The author proposes classification of acts according to a number of persons subject to them. On quantitative basis the acts are divided in: 1)regulatory legal acts (affecting an indefinite range of persons);2) local regulatory legal acts (affecting members of an organization);and 3) ad hoc legal acts (affecting a personified subject).
