This paper makes an analysis over the security as required for E-government network and discusses emphatically about security technology platform of E-government network security model, risks of security management and assurance system and its risk aversion. And it is proposed that the price competition is inevitable during the initial phrase of online payment development. But the online third-party payment companies can make appropriate business strategy to increase the revenue. For example, the XML-based payment platform can be used to strengthen the infrastructure of online third-party payment construction. This method can help us to identify the remarkable situation attributes and assist us to determine their weight value. Thereby, it implements the knowledge evaluation in knowledge reuse. This method has been applied practically in a requirement engineering knowledge evaluation system. The seller dynamically sets the price for the perishable products to maximize its total profit and the rational consumers choose their consumption pattern to maximize the expected surplus. We present a game theoretic model based on their rational expectations and develop a rational expectations (RE) equilibrium. The equilibrium solution of the game is then studied by variational method. In particular, when the consumption pattern linearly depending on the consumer surplus, we get the right dynamic price by solving the variational problem.
