This paper aims at identifying the contribution of this new mode of regulation in developing multi-sector, multi-level, and multi-stakeholder involvement and dialogue in the formulation of Energy Union plans. The article refines the concept of participatory governance in the energy sector and provides an operational and multidimensional definition. It innovatively compares the formulation process of the 27 Member States’ energy plans (draft and final) to highlight national evolution in participatory governance dimensions, cross-country convergence, and variations in alignment with EU regulation. This study projected greenhouse gas emissions to evaluate the progress of 25 countries towards their original and updated NDCs. It found that almost one-quarter of the countries submitted more ambitious, updated NDCs without adopting sufficient policies to meet their original targets. Additionally, in most countries, updated NDCs lead to emissions above current policies. The findings also suggest that these patterns are influenced by national constraints, especially reliance on fossil fuels. It is also essential that MPA and PhD programs produce engaged global citizens with an understanding of public administration systems across boundaries. This paper presents an experiential learning method for achieving these goals. The special topics course Public Administration, Civil Society, & Democracy has been adopted by the Master of Public Administration (MPA) and the PhD in Public Administration and Public Policy (PAPP) programs at Auburn University. The course embraces a comparative perspective by physically positioning the students in global contexts, enhancing their awareness of cultural and administrative similarities and differences. Student learning objectives include research (international fieldwork), teaching (short courses and workshops for local partner organizations), and service/outreach (international service-learning projects). It applies the fuzzy-set qualitative method to OECD member countries and classifies countries into seven types based on the mix of childcare policy tools in terms of the state’s directness of funding, directness of service creation, and coerciveness of service quality regulation. This helped identify an effective combination of childcare policy tools for increasing women’s labor market participation. Specifically, the configuration of public administration agencies behind diaspora policies has been treated superficially in comparative analyses. Epistemic communities have created a narrative that diaspora policies are mostly a form of window dressing. Using original data, this article compares the configurations of agencies that design and implement diaspora policies across 22 countries in Latin America and the Caribbean, a particularly innovative region in this policy area.
