In China, there’re many information problems in insurance market which would make undesirable outcomes, owing to the information asymmetries of policyholders, companies, agents, regulators and so on. The index weight factors are achieved with AHP (Analytic Hierarchy Process) method. After analyzing the p2p measurement requirements on mobile ip networks, we design and build a p2p system measurement platform under the simulation mobile ip environment, on which we get traces for some typical p2p systems. We present the design lifecycle of resources in e-learning by the Deming spiral, as an organizational tool. The four steps in approaching to a sustainable development are being proposed: analysis, design, evaluation and optimization. And it is discussed that ecological factors of resources are role, property and architecture in e-learning. The three-dimensional model about ecological factors of resources is constructed. Learners are more, and some less, influenced by the context when performing a skill or learning. One of the most differences between individuals is the distinction between ‘field dependence’ and ‘field independence’. Evaluation system of two-dimensional quality is applied into design. By studying the mechanical properties of the human body on two aspects: joints and muscles, the mechanical conduction model of the lower limbs was established through the foot testing, and found that Pedar foot measuring points was simplified from 99 to 25 through the association rules reduction algorithm which does not change people’s comfort degree. The experiments showed that this method is feasible, and the simulation results and actual test results have a high degree of anastomosis. After that, a lot of multi-signature schemes were proposed, but almost all of the multi-signature schemes are either sequence multi-signature or broadcasting multi-signature, but a lot of examples need the two schemes combine each other. This paper proposed a new combination multi-signature based on the difficulty of the discrete logarithm problem. The public key and length of the signature in the new scheme have independent of the number of signature members. However, government authorities in China has faced many challenges in managing electronic records. A study of ERM in e-government strategy in other countries would be significant to support development of ERM in Chinese e-government strategy. As little is known from literature on the status of electronic records management in e-government strategy, this paper selects U.S¿New Zealand and UK for case study by means of collecting and analyzing publications, laws, regulations and policies relevant to both electronic records management and e-government strategy. The author first analyzes status of ERM in e-government strategy and then discusses models and driving forces of their existences. The result of the study revealed that electronic records are managed as national assets, resources and trusted information in the e-government strategy. Driven by core business of e-government in different country, there are different approaches to ERM in e-government strategy. The implications of the study is that, to position ERM in e-government strategy, it is significant to provide a strategic approach to ERM for shared agenda by both government authorities and records management professionals. The paper proposed a new proxy multi-signature scheme, which the computation complicacy of the signature algorithm and the verification algorithm is independent of the number of signers. By verifying public-key, the new scheme can resist the forgery attack and the signing sequence of the proposed sequential scheme is fixed which unable to be changed freely by the signers.
