{"title":"Education and Professional Training as Tools for the Formation of Human Capital","authors":"I. The purpose of the work is to consider the features of the accumulation of human capital, manifested in the process of objective aspirations of the population of different age groups to receive education of a certain level and qualification, in the conditions of expanding opportunities of the transforming economy. The novelty of the research consists in the objective representation of the place occupied by human capital in the composition of human potential as a fundamental scientific category and its interrelations with intellectual capital and education as the basic sphere of its formation. The article establishes the reasons for the differences in views on the conceptual understanding of human capital, reveals the content of this structurally complex definition. To characterize the basic elements reflecting certain aspects of human capital, a number of domestic and foreign scientific publications are analyzed. When substantiating the importance and role of education and vocational training in the accumulation of human capital, dialectical and systematic approaches, methods of comparative and content analysis are used. The measures recommended for the adoption of vocational guidance of students, the creation of a system of motivation and a set of moral and material incentives for the teaching staff of higher education in order to bring the structure of personnel training in line with the dynamically changing demands of the labor market are reasoned. {"title":"Transformation of the Russian Monetary Policy Against the Background of Aggravation of Geopolitical Tensions","authors":"M. The relevance of the topic of the article is conditioned by the need to analyze and evaluate the results of the monetary policy pursued by the monetary authorities in the face of unprecedented sanctions pressure of unfriendly countries on the Russian economy in 2014-2022. The purpose of the work is to establish the degree of influence of geopolitical factors and the monetary policy of the Bank of Russia on the exchange rate of the Russian ruble. It is revealed that the key factors determining the exchange rate of the ruble during a special military operation are export-import flows and the geopolitical premium. By means of regression analysis, the dynamics of the geopolitical premium in 2014-2022 is determined. The effectiveness of anti-crisis measures in the domestic currency and stock markets is assessed. The relatively rapid transition of the regulator to a reduction in the key rate after its emergency increase in comparison with the financial crisis of 2014-2015 is emphasized. There is a global trend towards de-dollarization and fragmentation of the world monetary system, as well. changing power relations between global financial centers. The objectives of the work are to assess the level of development and structure of green finance, as well as to identify factors determining its development taking into account the latest trends in the global economy. The article analyzes the state and trends in the development of the green finance market, identifies obstacles to the development of green financial instruments and suggests ways to solve these problems, identifies the features of the development of sustainable financing in Russia. The study used the concept of sustainable development and a problem-oriented approach to green financing. Analytical work was carried out using methods of analysis and synthesis, comparison and grouping, economic analysis and modeling. The results of the study showed that the interest in green financing instruments is due to the need of society for sustainable development and preservation of the environment, which requires strengthening the requirements for accountability of green financial instruments, stricter control by regulatory authorities and reliable disclosure of information supported by more accurate data. The objectives of the work are to identify and establish the most unfair practices in the contractual consolidation of relations between professional financial intermediaries and retail investors in the financial markets, to determine the optimal ways to protect private investors and adapt existing legal means to improve the quality of protection of the rights of private investors. In the course of the study, the most dangerous norms found in the contractual documentation of professional financial intermediaries were identified, such as the imposition of risks on the retail investor; the release of the intermediary from any liability (including limitation of the amount of liability). The most unfair practices related to the limitation of liability of intermediaries have been identified. The purpose of the work is to determine the dependence of successful project management on the level of human capital development of the organization and its individual representatives. It is established that the successful work of an organization depends not only on its capital, but also on the development strategy and methods of its implementation. One of the main methods of implementing an organization's strategy is project management, for the qualitative implementation of which it is necessary to have employees with appropriate competencies. The article discusses the results of a study conducted by the national Association of project Management \"SOVNET\" to identify the most important key indicators for the elements of the competence \"PEOPLE\". It is established that the manager must demonstrate openness and responsibility in interacting with people on whom the magnitude of the human potential of the organization depends. According to the results of a survey of managers and employees of small and medium-sized businesses to determine the level of openness of communications in organizations and the quality and comfort of interaction of their employees, the relationship between them and the human capital of the organization was revealed. A trend has been established that shows the correlation of the inverse dependence of a weak level of responsibility and openness on the development of the organization's human capital. The dependence of openness and responsibility in matters of interaction with people on the level and quality of human capital development of the organization is traced.
