{"title":"The Implementation of The Risk Register by The Leaders of Preuniversity Educational Organizations","authors":"Gheorghiţa Dumitrache, Diana Nicolescu Georgescu","doi":"10.18662/lumeneas/09","DOIUrl":"https://doi.org/10.18662/lumeneas/09","url":null,"abstract":"Research issue: Risk management, as part of a management educational organization, is an important process which integrates identification of risks, risk assessment, developing strategies to manage it, and mitigation of risk using managerial methods, techniques and tools. The main objective of the iterative risk management process is to reduce the identified risks, associated with the activities carried out by each structure, as part of the educational entity. As an integral part of risk management, identifying risks or analyzing the future of an organization is a dynamic process that is realized by discovering all the feasible sources that can generate risks, in order to eliminate or diminish the effects that they can produce by the impact they have on achievement of the general and specific objectives set by the organization. The implementation of the risk register, at the level of the educational organizations, involves completion of all specific stages of risk management and elaboration of a document confirming the existence of a functional risk monitoring system, but also of a database with the identified risks, by the leaders of the educational organization. Methodology: The main uses for this paper are observation of the economic and educational national and international experience of the authors, questionnaire applied to teacher from pre-school and primary stages of education. The purpose of questionnaire was to identify all risks from educational organization, as well as teachers perception about the impact on the objectives in case of risk materialization, but also the causes that favor the emergence of risks. Originality: The paper is of particular importance because it describes all the stages of the iterative risk management process carried out in the educational organizations, the analysis of the questionnaires applied to the teachers, the elaboration of the risk register as well as approaches of its implementation in the educational organizations. The paper describes the different risk identification tools and techniques in the risk management process, which methods are used in the different steps in order to identify the risk, and it provides some examples for risk in educational area. The old communist system where industry and agriculture were at the core of the economy, even if they weren’t competitive at all in a global market, proved to be very hard to adjust and we find ourselves, 30 years later, in a situation where Romania’s industry struggles to find its own path towards performance. Today, it appears to be an overwhelming need for proper reindustrialization considering a rising potential given by the multitude of resources Romania has on its lands and underneath its soils. At the same time, nearly every past government stated at some point that this reindustrialization should be a priority, but neither of them succeeded in properly drafting a feasible strategy with that goal. Considering that, we think that a possible way for a suitable result on a reindustrialization study can be the application of structured analysis techniques used more frequently in the intelligence analysis. This type of techniques can be the basis of development at a firm level in any domain, but can also be used on a higher level, including a whole industry. Therefore, this paper aims towards the clarification of the aspects that can highlight the use of structured analysis techniques with the purpose of identifying the real potential of reindustrialization in Romania. One very dynamic domain, dealing with these issues is data science. Generally, a data scientist has to work with big data in a scientific and creative manner. To reduce the drawbacks of a sparse matching between educational offer and the new requirements of the labour market is essential to understand real time job market requirements. The most relevant data source for such an investigation is represented by online job market portals. Nowadays, with the increasing digitalisation of society, these portals are considered to improve transparency and signalling in labour markets. Moreover, the potential of the textual vacancy data from Romanian online recruiting platforms has not been exploited up to now. Following these arguments, in order to understand employers’ requirements for data science jobs in Romania, we develop an analysis of textual data extracted from job advertisements dedicated to data scientists. Mainly the data analysis will involve the investigation of term frequencies and associations combined with relevant visualization tools. The research will reveal the employers’ needs and will support training providers like universities to adapt curricula and training programmes so that they provide what the labour market requires. What is the impact on increasing economic competitiveness? How does it affect the way we live today? The answers may be different from multiple perspectives of understanding this phenomenon. For some it means advanced technologies in everyday work, for others it means permanent communication with others or even a whole new way of doing business, facilitating access to services, fast execution of time-consuming activities etc. In essence, it seems that digitalization means the use of information technology to create added value in an accelerated way, an element that makes you competitive with others. Romania occupies the last place in the European Union, in terms of digitalization, which we could regard as an opportunity, because the dynamics of the last years show a rapid growth of the digital economy in Romania compared to the countries of the European Union. Based on these premises, the article aims to answer the following questions: With what additional effort could Romania accelerate the growth rate of the digital economy?; what are the measures that the private sector should take?; what should the public sector do?; diversification of digital tools used to increase productivity, accessing new customers, will expanding on global markets lead to increased economic competitiveness?; will the integration of technologies in the public sector increase the quality of the services offered to companies and citizens?; is Romania in a good position so that it can benefit from the opportunity of digitalization?; Does digitalization mean the elimination of jobs at an unprecedented rate or the creation of new jobs? The frequent occurrence of these events requires the implementation of an adequate risk management system. The article aims at a thorough analysis to identify the negative effects of natural disasters on the economy and the factors that influence them. Knowing these factors can help us to create strategies for the negative effects of natural disasters. Thus, in the first part of the paper I presented a conceptual approach to natural disasters and their economic impact, in the second part of the article I achieve an analysis of the economic impact of natural disasters worldwide, followed by an analysis of them on continents and conclusions. The problem that I chose is one of great importance, given that natural disasters appear more and more frequent and are much more difficult to forecast and manage. In this sense, agricultural cooperation in developed countries plays a significant role. Developed countries, promote and support rural development based on cooperation and association, thus limiting the extension of monopolies, diminishing the rural exodus, regulating the demand-offer ratio and protecting the environment. Cooperation can be considered a major component of rural modernization and integration. For Romania however, there are still psychological barriers to setting up agricultural cooperatives, although the labour force in agriculture has decreased, affecting the livelihoods of the rural area, productivity and profitability. A small part of the farmers managed to diversify their activities, although the majority of the land owners continue to depend only on agriculture. Reflecting the concepts and theoretical constructs identified in the literature this paper developed an analytical framework positioning co-operation, doing social business and value creation. Then is important for us to assess the drivers and obstacles, the process, and the outcomes of such co-operation. The quality of education is the result of the interdependent relationship between motivation and the success of the teaching-learning-assessment process. The issue of performance is at the center of debate today as a result of new changes in education caused by the COVID-19 pandemic. Educational performance is dependent on a multitude of factors, among which we mention: the teacher (professional training, motivation), leadership and school management that can contribute to increasing performance by supporting motivation and recognizing the teacher's effort. In this context, the education system must demonstrate its ability to provide quality pedagogical facts and processes capable of meeting the requirements of productivity, innovation and technological development imposed by current changes. That said, a new approach is needed in terms of managing school institutions and organizations, namely a new type of manager, a true leader who will focus on achieving the highest organizational performance that will automatically reflect on the quality of education.
