{"title":"A Study on Population Distribution in Toyama City Using Mesh Data","authors":"Tomonori Kondo, Kohei Kazui, Daisuke Nogiwa","doi":"10.11361/cpijchubu.31.0_5","DOIUrl":"https://doi.org/10.11361/cpijchubu.31.0_5","url":null,"abstract":"**非会員 富山市役所(Toyama City) ***非会員 福島大学経済・経営学類(Fukushima University) 1. 研究の目的と背景 2015年の国勢調査によると 39 道府県で人口が減少し, 全国 1,719 市町村のうち 1,419 市町村で人口が減少してい る.また,総人口に占める 65 歳以上の割合は 2010 年の 23.0%から2015年には26.6%に上昇し特に首都圏以外での 地方圏での人口減少,高齢化が顕著となっている .今後 の人口減少,高齢化社会のなかで都市整備に当たっては, 道路や上下水道などの社会資本の維持,環境負荷の軽減と 生活の質の向上の両立が求められている.こうした背景に 対応するため,国では 2014 年の都市再生特別措置法改正 により立地適正化計画制度を導入し,居住機能や医療,福 祉,商業等の都市機能を一定の拠点区域内に誘導し,拠点 同士を公共交通等で結ぶ,コンパクトシティプラスネット ワークを構築することを今後の都市像として提示し,コン パクトシティ実現のための方策を講じることとしている. こうした国の動きに先立ち,富山市では過度の自動車利 用の抑制,公共交通の維持,都市管理費用の削減,都心部 の活性化をめざし,2008年の都市マスタープランにおいて 公共交通を軸としたコンパクトなまちづくりへの取り組み を行うことを明記した .基本的な方針としては厳しい土 地利用規制強化ではなく,居住空間の中心部か郊外かの選 択の余地を残しつつ,公共交通の活性化など,誘導的手法 による取り組みが主眼となっている.具体的な手法として は都市マスタープランで位置づけた公共交通沿線居住推進 地区の設定,同市の総合計画で位置づけられた都心地区に おけるまちなか居住の推進,LRT整備や鉄道とバスの接続 機能の改善をはじめとする公共交通の利便性向上,商業地 域としての中心市街地活性化が挙げられている. こうしたコンパクトシティ政策を行った都市に対するコ ンパクト性を評価するためにさまざまな分析が行われてい る.望月,中川,笠原(2008)では公共交通機関のサービ ス水準や利用水準を用いてコンパクトシティ政策の効果に ついて考察し ,吉田(2014)では各交通モードの分担率 の増減によりコンパクトシティ政策の効果を行っている . 武田,柴田,有馬(2011)は各都市のDIDを対象に人口集 中度や大型店舗集積度などのさまざまな指標により,都市 のコンパクトシティの水準を計測している .これらの評 価は都市そのもののコンパクト性に対する評価指標もある が,指標によってはコンパクトな市街地形成の結果として 現れる二次的な帰結に対する評価もあり,選択される指標 が恣意的になりかねないという課題がある. 市町村単位よりも詳細な小地域のデータの分析について は,内原,吉川(2009)が浜松市と金沢市を対象として人 口密度の変化,人口の増減などの分析を行っている .ま た竹内,氏原,阿部(2013)では都心,市街地,公共交通 の拠点に着目して岡山市を例として国勢調査データにより 人口の推移の分析を行っている .ただし,これらの研究 で使用されている町丁目データでは,各町丁目ごとの面積 のばらつきが大きいため距離に関する分析や人口密度の空 間的な比較,集計による分析を行う際に限界がある. 一方,メッシュデータを利用した土地利用や人口密度の 変化に関する研究としては三浦,古藤(2010),菊地,室町 (2015),高柳(2017)があり,後述するメッシュデータの 利点を生かした研究がなされている .また,メッシュ で表されるデータそのものが人口密度である点に着目して 井上(1987)が山形市の人口密度関数の推計を行っている .人口密度関数の分析はClark(1951)から始まり,わ が国においても天野,藤田(1967),山神(2006)など多数 の研究があるが ,三大都市圏を対象とした研究が多く, 地方都市の分析が少ない.本稿に引き続く今後の研究にお いて都市のコンパクト性の評価として人口密度関数の推計 を行うこととしたいが,本稿ではその前段として収集した 地域メッシュデータにより2005年,2010年,2015年の各 年の富山市における常住人口分布の集積,拡散の動向を把 メッシュデータを利用した富山市の人口分布に関する考察","PeriodicalId":148949,"journal":{"name":"Proceedings of the City Planning Institute of Japan, Chubu Branch","volume":null,"pages":null},"PeriodicalIF":0.0,"publicationDate":"1900-01-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"128355399","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
