After the demolition of the Berlin Wall in 1989, taking away in its slipstream the entire Iron Curtain, most discussions about the shift from central planning to a market based organisation of society were fairly one-dimensional. As if there was just was one way to go after leaving the domain of the ubiquitous Central Plan - to Capitalism and its 'free markets'. {"title":"Small Businesses and Private Entrepreneurship During Transition: The Case of the Czech Republic","authors":"V. Benáček","doi":"10.2139/SSRN.1558104","DOIUrl":"https://doi.org/10.2139/SSRN.1558104","url":null,"abstract":"The impressive and spontaneous build-up of small and medium-sized private businesses in the Czech Republic between 1990-93 coincided with similarly dramatic changes in the \"alternative\" (shadow) economy. This is the reason why the size of the private sector is significantly statistically underestimated. The origins of the new private entrepreneurs can often be traced to communist times – to the group of nomenklatura and the group of illicit marketeers. The remaining part of society was partially handicapped in its entry into the new capitalist class because of its lower endowments of capital of various kinds. Macro- and microeconomic policy was an important factor in promoting, re-directing and checking the productive orientation of emerging businesses. The formation of capital and the institutional conditions influencing both the efficiency of local markets and the behavioral patterns of entrepreneurs, seem to remain the core of problems affecting the development of the whole economy. We find that provincial economic development does not systematically influence FDI spillovers. Moreover, there exists considerable heterogeneity in the FDI spillovers not only across the 29 provinces, municipalities and autonomous regions but also across the 10 manufacturing sectors within each of the 29 provinces, municipalities and autonomous regions. {"title":"Analysis of Convergence Patterns: Are the EU New Member Countries Converging?","authors":"Daniel Filip","doi":"10.2139/ssrn.3390648","DOIUrl":"https://doi.org/10.2139/ssrn.3390648","url":null,"abstract":"This paper investigates the growth composition and convergence of the annual GNI in the EU-28 from 1995 until 2016. To do so, we computed a growth accounting exercise to estimate the contribution of labor, capital and TFP when assuming the same production function for all the EU-28. Also, we scrutinized the σ and β-convergence (unconditional and conditional) using, respectively, the coefficient of variation and Arellano-Bover/Blundell-Bond estimator for dynamic panel data. We compared the rate of growth of the CEEC-3 with the EU-25 introducing an interaction term. From the conditional β-convergence, we detected which factors have been the main drivers of growth during the period analysed. Results show higher magnitude of capital and TFP composition in the GNI growth for the EU-28. Moreover, we found evidence of σ and β-convergence among the EU-28, with the CEEC-3 growing faster than the EU-25 when considering the same level of initial GNI. Работа выполнена на большом массиве статистических данных, обработанных в соответствии с целями исследования. <b>English Abstract: </b>Economic issues related to the analysis and study of the structural changes in the Russian economy, include a qualitative and quantitative assessment of the potential for economic growth, and the development and support of constructive proposals and alternatives of economic policy. The results of the analysis of major changes in the Russian economy on the basis of studies of the dynamics and structure of domestic and external demand. Used scorecard adequately reflects changes in the basic parameters of economic policy, characterizes the mechanism of influence on indicators of efficiency of factors of production and competitiveness of the Russian economy.
