They represent phenomena of MAC's performance degradation (“time barrier”) and dynamical instability (“dynamic barrier”) which appear when the propagation time increases. The delay-tolerant MACs should guarantee an effective overcoming of both barriers. We showed that the delay-tolerant abilities depend on the processing algorithm of MAC commands. The serial processing algorithm of the MAC commands (SCP) is characterized as delay-intolerant. The parallel commands' processing algorithm (PCP) provides the time tolerance, i.e., effective overcoming of the time barrier, mainly. The PCP algorithm is used by the MAC reservation protocols with fixed, or pre-defined, superframe formats (RFS). The parallel-conveyor commands' processing algorithm (CCP) guarantees the full delay tolerance abilities. The CCP algorithm is used by MAC reservation protocols with adaptive frames formats (RAF), which adjust to a current data flows. This paper presents the numeric-analytical method and performance analysis of the delay-tolerant and fully mesh, i.e., multipoint-to-multipoint (MPMP) mode, satellite MAC reservation protocols with distributed dynamic control of the quality of services (QoS). A single mobile terminal can communicate to both mobile satellite systems and terrestrial systems depend upon his location, QoS and availability of resources among satellite and terrestrial communication systems. In this paper, we propose a new traffic prediction scheme for the integrated satellite/terrestrial frequency sharing mobile communication system. The system shares a common frequency bandwidth in order to enhance the total capacity by a dynamic bandwidth allocation. A key for this allocation depends on a traffic prediction scheme of a few hundreds of terrestrial cells under a footprint of a satellite with a large aperture onboard multi-beam antennas. We propose three traffic predictors based on neural networks for dynamic resource allocation. The performances of the proposed schemes are evaluated in terms of the Relative Traffic Prediction Error and Maximum Traffic Prediction Error by the computer simulation. For the evaluation, we adopt the actual traffic statistic published by Ministry of Internal Affairs and Communications of Japan with population density of terrestrial cells based on the actual population of Aichi, Japan. Since usually operated with an oversampling rate of four, alternatives using only two samples per symbol have been suggested in the open literature. On the other hand, Moeneclaey and Batsele introduced an error detector for blind NDA recovery in feedback loops, based on only one sample per symbol. In the current paper, it is shown that this approach can be successfully applied to a feedforward solution. Moreover, an increasing number of military and commercial access systems rely critically on the propagation of optical energy through the atmospheric free-space. As a result the need for predictable estimates of optical attenuation in low visibility conditions is steadily increasing, especially for fog, rain, clouds and snowfall. Cloud attenuations are the least observed/measured in case of free-space optical wireless links.
