Construction sequences may include application of permanent loads and of prestressing in one or more steps, and connection of different portions of the structure, or introduction of additional restraints, at different ages during or after the construction process. This paper presents a unified approach for its evaluation based on the linear theory of viscoelasticity for aging materials, which is normally adopted for modeling concrete creep, evidencing the important role played by the non-dimensional redistribution function describing the creep induced stress variation. The analysis of the effects of creep and shrinkage on reinforced and prestressed concrete structure is a multifaceted problem. The procedure includes (a) a simplified estimation of the creep and shrinkage strains in plain concrete, (b) the analysis of the effects of creep on reinforced concrete structures using the age adjusted modulus of elasticity, (c) the analysis of the effects of shrinkage using an equivalent temperature drop, (d) the relaxation of stresses, internal forces and moments from imposed deformations, (e) the analysis of thermal changes on structures. The main simplification compared to model B3 comes from the use of the log double power law as the basic creep compliance function. The B3 formulae for predicting material parameters in the model are simplified by dropping the dependence of these parameters on the composition of concrete mix, leaving only dependence on the strength and the specific water content of the concrete mix. The differences between the present short form and model B3 are discussed and limitations of the short form as compared to model B3 are noted. The prediction model B3 is calibrated by a computerized databank comprising practically all the relevant test data obtained in various laboratories throughout the world. The effect of concrete composition and design strength on the model parameters is the main source of error of the model. A method to reduce this error by updating one or two model parameters on the basis of short time creep tests is given. The updating of model parameters is particularly important for high strength concretes and other special concretes containing various admixtures, super plasicizers, water-reducing agents and pozzolanic materials. Verification by comparisons to a few subjectively selected data sets is no longer justifiable because computers have made statistical comparisons to the complete existing data bank easy. However, statistics based on the data bank are insufficient. There are three further criteria : (1) After optimizing its coefficients, the model should be capable of providing close fits of the individual test data covering a broad range of times, ages, humidities, thicknesses, etc. ; (2) the model should have a rational, physically justified theoretical basis, and (3) should allow good and easy extrapolation of the short-time tests into long times, high ages at loading, large thicknesses etc. The last criterion is very important because good long-time predictions can be achieved only through updating based on short-time data for the given particular concrete. As a part of a long term instrumentation and monitoring program on the North Halawa Valley Viaduct, a number of laboratory creep and shrinkage tests were performed on the concrete used in the viaduct. The data are compared with current theoretical models for the prediction of creep and shrinkage. These models all underestimate the long term effect on the concrete used in this structure. This is attributed in part to the nature of the basalt aggregates available on the Hawaiian Island.
