In this report, experts in the fields of nuclear weapons and international security provide an update on what Henry Kissinger has called \"the tension between preemptive and preventive uses of force\" and the possibility of eventual disarmament and nonproliferation. As in past years, a primary focus remained reaching out to a global audience through the UNODA website. The Office also continued to partner with permanent missions to the United Nations, the United Nations Department of Public Information and non-governmental organizations (NGOs) in holding events, implementing activities and issuing publications. The leverage gained by these partnerships extended the Office’s reach to multiple media outlets with a view to promoting the disarmament agenda of the United Nations.","PeriodicalId":136627,"journal":{"name":"United Nations Disarmament Yearbook 2019: Part II","volume":"41 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2018-10-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"125131454","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The term distinguishes this class of weapons [2] from weapons of mass destruction (i.e., nuclear, chemical and biological/bacteriological weapons). International humanitarian law bans or restricts certain conventional weapons to protect civilians from their indiscriminate [3] effects and to spare combatants from suffering superfluous injuries [4] that serve no military purpose. As a consequence, specific weapons are forbidden in all circumstances because of their characteristics (e.g. laser weapons [5]), others are governed by restrictions in use (e.g. incendiary weapons [6]) and others can be both prohibited and restricted in use, according to their type and the treaty obligations applicable (e.g. mines [7]).","PeriodicalId":136627,"journal":{"name":"United Nations Disarmament Yearbook 2019: Part II","volume":"1 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2018-10-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"131240525","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
