Alors qu’il s’agit d’une proposition récurrente et que de nombreuses villes l’ont expérimentée, aucun article scientifique ne propose un cadre d’analyse économique cohérent pour saisir les effets attendus d’une telle mesure. Les résultats des travaux de l’économie des transports suggèrent que la gratuité des transports en commun à Paris n’est pas en mesure de réduire significativement la pression automobile car elle aurait un impact faible sur le report modal des automobilistes. Les études de cas et les simulations réalisées à l’aide de modèles de transport vont dans le même sens. Elles indiquent que l’effet d’une telle mesure sur la pression automobile est très limité. En pratique, seules les villes qui poursuivaient aussi d’autres objectifs ont parfois conservé leur politique de gratuité. Abstract In March 2018, the Mayor of Paris proposed a free fare public transport policy to reduce road congestion. While this is a recurring proposition that many cities have experimented, no scientific paper offer a comprehensive economic analysis to understand the expected effects of such a policy. The results from transport economics suggest that free fare public transport in Paris is not able to significantly reduce congestion because it would have a low impact on the modal choice of car users. The case studies and simulations of transport models reach the same conclusions. They show that the effect of such a measure on congestion is very limited. In practice, only cities that also pursued other goals may have retained free fare policy. It emerges from this analysis of the literature that reducing automobile pressure requires a change in the relative cost of using a car or public transport. Considering that unobserved heterogeneity might influence health status and fuel poverty simultaneously, we have corrected for the endogeneity bias that could affect our results. We conclude that being fuel-poor increases the risk of bad health by slightly more than a factor of 7 for those whose health is already poor and by 1.82 for those in good health.
