With increasing competition in the global education sphere, the only way to a decent functioning of higher educational institutions of Ukraine is to match the high international standards. This cannot be achieved without active international activities aimed at development of international educational programs. The key factor to success of their implementation is the high-quality and well-timed fulfillment of obligations to the partners. Within the framework of the developed methodology of the project management for providing educational services to a foreign customer, a quantitative assessment of the quality of teaching has been conducted by the Admiral Makarov National University of Shipbuilding by the «4 + 0» joint educational program with the Jiangsu University of Science and Technology. Lepskyi","doi":"10.15589/JNN20170412","DOIUrl":"https://doi.org/10.15589/JNN20170412","url":null,"abstract":"The complicated current state of the Ukrainian Healthcare System, the need to integrate it into the world market of medical services in accordance with international technologies, norms, requirements and standards, the industry’s transition to the project-portfolio-program management, and application of the value-oriented approach all require the development and implementation of new, high-quality mathematical and methodological tools for analysis and management of the development of project-oriented medical institutions (POMI). Integrated strategic management of the POMI sustainable development in the present-day conditions is a complex, multi-vector and multi-factor problem that requires constant analytical processing of a substantial amount of poorly structured data for operation of all objects of strategic management of POMI. The paper proposes a C4P method (projects – project – portfolios – programs – processes – strategy) for the strategic management of the POMI sustainable development. It requires an effective integrated analytical model that will allow for the use of all parameters of projects and management processes of the project-oriented medical institution with a focus on long-term sustainable development and effective functioning of a POMI. At the same time, it should ensure the value for the main stakeholders of POMIs, such as shareholders (owners), consumers of medical services (patients and society as an integrated consumer), medical and auxiliary staff of the POMI. The author has developed and proposed the OLAP modeling method using the formal conceptual analysis of indicators and measurements applied to the subject matter of the indicators of a POMI. It will promote effective management decisions and offer strategic goals of the POMI development based on the current state and expectations of the main stakeholders. The basic strategic values of the science-based enterprise are highlighted. The main values of the enterprise are taken as a basis to form its values field. The definition of the values field of the science-based enterprise is presented. The values of the enterprise and their hierarchical structure are identified; the latter forms the values orientations of the corresponding levels of the hierarchy. It is established that the values field of the science-based enterprise is affected by the external and internal environment. It is substantiated that risk accounting of the environment of the values field of the enterprise is a necessary tool during evaluation of appropriate project portfolios. There is formed a conceptual model of the value-oriented portfolio management of a science-based enterprise. It is identified that the portfolio management processes should be integrated with minimization of the risks of project portfolios, as well as mutually integrated.
