The stateless people,who are denied citizenships to any country, are deprived of such kinds of protections and rights, even thefundamental human rights. Among all the minority groups of the world, the United Nations considers theRohingyas of the Arakan in Myanmar as one of the most persecuted one. They have been deprived ofcitizenship of their country for long. They see a bleak future for them when the people of the Associationof Southeast Asian Nations (ASEAN) are eagerly waiting for a greater regional identity. The Rohingyasare deprived of fundamental human rights and are victims of state persecution policies. This factcontradicts with the regional value creation endeavors of the ASEAN. This paper is based on a review ofthe relevant literature on the issue. It looks into the origin of the so called ‘statelessness’ of theRohingyas, examines the international legal framework for the protection of the stateless people ingeneral, and the commitment of the individual ASEAN member countries to that legal framework as wellas the ASEAN’s role as a regional forum.","PeriodicalId":126699,"journal":{"name":"Bangladesh Journal of Public Administration (BJPA)","volume":"28 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2019-11-03","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"126832750","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Adolescents duringpuberty go through several biological and socio-psychological changes. They encounter various healthhazards, risks, and, sometimes, suffer from many physical and mental upsets, disarrays, and problemsthat shape their health behaviors in the future. This paper focuses on the exploration of health behaviorsof high-school-going adolescents and how they adapt to changes occurred during adolescence. In orderto elicit their health status and health behaviors, a cross-sectional study comprised of a sample of 160high-school-going boys and girls aged from 12 to 16 years was conducted in four schools under fourunions of four districts in Bangladesh. Significant findings show that high-school-going adolescents gothrough a series of physical, mental, and emotional changes in adolescence. Many have the knowledgeand are aware of these changes and contemporaneous health problems, but some are not and get fears.While their health behaviors depend on how they perceive their health and whom they share with andreceive suggestions. In most cases, girls first inform their mother or sisters or grannies; boys inform theirfriends and peer groups but share a little to their parents and seniors in the family. In both cases, theytend to hide their problems and seldom seeks healthcare from qualified healers. This study concludes thatmeasures like health education and knowledge of puberty should exactly be provided to help them growup smoothly throughout their future life.","PeriodicalId":126699,"journal":{"name":"Bangladesh Journal of Public Administration (BJPA)","volume":"9 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2019-11-03","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"128504883","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

This study examined the experience of microcredit receivers under the Bangladesh Rural Development Board (BRDB). A qualitative case study was conducted through fieldwork and data were collected from the members of IRWDP (Integrated Rural Women Development Programme) known as Bagbari Manipuri Samithy, Sylhet. The study revealed that the programme among indigenous women is operating smoothly. Most of the beneficiaries have a positive experience with the credit system. They contribute earning to their family and have become an important decision-maker in their family. However, some dissatisfaction among the members still exists. The members do not receive need-based training to adapt to their livelihood. Thus initiatives need to be taken to identify the story behind the participants’ success and to overcome the associated problem.","PeriodicalId":126699,"journal":{"name":"Bangladesh Journal of Public Administration (BJPA)","volume":"1 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2019-10-27","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"128945906","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The country is now at a critical economic juncture with many challenges ahead. The double-digit growth rate of Gross Domestic Product, a massive influx of investment and a highly skilled workforce is the key bases to secure ‘Vision 2041’. This study shows how the Economic Zones are contributing to foster economic development in Bangladesh. The background study of the Economic Zones showed that the ‘Bangladesh Economic Zones Authority Act, 2010’ was enacted to make each zone an engine for economic growth. Describing the challenges, the study shows the key dynamic aspects of Economic Zones and the rationale behind why investors and other people are marking them as key role players in the economic advancements of Bangladesh. Economic Zones are contributing to attracting Foreign Direct Investment, local investment and employment to promote the economic growth of the country. The priorities of the investors were sorted out, and some gaps were also detected. Upgrading online servicing in fostering ‘One Stop Service’ and revisiting fiscal rules are the suggestions more from this study.","PeriodicalId":126699,"journal":{"name":"Bangladesh Journal of Public Administration (BJPA)","volume":"20 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2019-10-27","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"129021001","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The Old Age Allowance Program (OAAP), under Social Safety Net Programmes (SSNPs), is one of the initiatives and interventions of government to solve this problem. This study tried to explore the effectiveness of OAAP for reducing poverty among its beneficiaries, rural poor elderly people, through qualitative methodology by applying semi-structure interview and secondary sources. The findings of the present research showed that OAAP has a positive impact on reducing poverty among the rural poor elderly people. Especially OAAP ensures the access of its beneficiaries to improve food and calorie, including increasing their status within their families as well as in society. However, outcomes also suggested ensuring more transparency during the enlisting stage of beneficiaries along with increasing allowance money and coverage, involving local civil society during the primary stage of enlisting beneficiaries, more publicity program for raising awareness among the targeted people, reducing complexity during withdrawal of allowance etc. Therefore, allocation of this benefit can be distributed based on the area, and the demographic structure of a particular district and Upazila and age can also be reduced for the rural poor women.","PeriodicalId":126699,"journal":{"name":"Bangladesh Journal of Public Administration (BJPA)","volume":"40 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2019-10-27","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"127902698","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The objectives of the study were to find out the governance factors and nature of governance that influence the implementation performance of the orphanage operated by Zila Parishad, Satkhira. In doing so, qualitative methods of research were employed. The findings of the study confirm that the Parishad was unwilling to follow the government rules and regulations in almost every area that shows infringement of the principles of institutional governance in an operating orphanage. The results of the study were also found that the organization does not want to change their culture of violating government rules and regulations. Hence it was recommended that to maintain the accountability, transparency and other principles of governance the Parishad should follow the government rules and regulations in respect of procurement of foods and related items, should follow proper guidelines for enrolment of orphans and recruitment of staffs and form an active management committee for the proper functioning of the orphanage.","PeriodicalId":126699,"journal":{"name":"Bangladesh Journal of Public Administration (BJPA)","volume":"42 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2019-10-27","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"134458949","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

To realise Bangladesh's economic dream and attain its geostrategicpriority, she needs to extend her connectivity with the Southeast and East Asian countries.Though Bangladesh maintains excellent relationships with her giant neighbour India, it isconjectured that sole reliance of Bangladesh over India is perhaps not enough to fulfil her vision.However, to reach out to the east, she needs to fortify her relationship with her other neighbourMyanmar as the gateway. A sustained and stable relation with Myanmar opens the scope forBangladesh to tread into Sino-Myanmar connectivity, which will eventually assist Bangladesh toattain her dream. Here comes the role of China, which traditionally has a time-tested bond withMyanmar. Bangladesh has a deep-rooted historical tie with China which leaves room forBangladesh to exploit in the fields of economy, foreign policy, energy security and geostrategicissues. Bangladesh has much to gain from China by integrating herself into a good number ofChina-led regional initiatives. Good relation with China is essential for Bangladesh to integrateinto Sino-Myanmar connectivity, which is vital to realise her dream. However, while Bangladeshneeds to make India believe that whatever relations she is fostering with China is only for hereconomic progress, not for challenging India’s hegemony.","PeriodicalId":126699,"journal":{"name":"Bangladesh Journal of Public Administration (BJPA)","volume":"12 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2019-10-21","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"128422986","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
