This chapter presents a brief analysis of e-participation and e-democracy, proposes a conceptual communication model for digital mediation on teachers' trade unions, and addresses an initiative carried out by the most representative teacher's union of Portugal. This proposal is based on social media principles, designed to gather teachers and unions in a shared deliberative space. The Liberopinion platform enables effective participation in formal and informal decision-making processes via the Internet, with full integration into any Website. It is improved to support Participatory budgeting. Citizen participation is often used within the context of improving good governance in smart cities. Its relationship with sustainability is seldomly discussed. This study analyses the relationship between the concepts of smart city, smart sustainable city, and citizen participation, and discusses how citizen participation is shaped in smart sustainable cities. In light of this analysis, seven types of citizen participation mechanisms are studied. The findings of the study reveal that sustainability in smart cities is only considered within the framework of environmental matters, while citizen participation is only considered as a mechanism aimed at supporting good governance. The main objective of the research is to test the effect of social media usage on the level of political expression and consequently on online and offline participation. A self-administered questionnaire has been used to collect responses to be analyzed and the results show that there is no significance of relation between social media and political expression and participation for the sample units of the study. One of the main effects of such transformation is an increasing citizen engagement in designing public services. The motivations, modes, and effects concerning this practice are relevant research topics addressing political, social, and economic issues. In this paper the authors present the SPAC3 project, as it involved the citizens in the design process. The project aims to allow families of the Municipality of Bergamo (Italy) to access services and information dedicated to them in a more effective way. Here, the authors will focus on the analysis carried out in the project, by pointing out the methodology and the main achieved outcomes, and the features of the identified solution. The concept of e-government affects municipalities—closest service units to the citizens—and with this effect developed the term e-municipality. Municipalities in Turkey began to use the new technologies for the delivery of services, and terms like e-participation and e-governance are widening rapidly. This chapter investigates whether Facebook pages are an effective tool for local participation. The social media-citizen relationship that is claimed to be more effective, especially at the local level, has been evaluated through the Facebook pages of the municipalities. The case study was guided by the incentives for e-participation using social media technologies, the tools used by a government to drive such initiatives, the level of participation from citizens, and the challenges and risks faced in implementing these technologies. In this research, the authors analyze the relationship between the evolution governments' effort to develop citizen e-participation in public policy—measured through the UN's e-participation index—and that of national contexts variables identified by the digital divide theory at country level, using panel data for 178 countries over the period 2008-2016. The results confirm the strong and positive connection between EPI and economic development and technological infrastructure of the countries, ageing population associated to higher life standards, as well as a negative impact of rurality, gender, and political freedom and democracy result not influential, as well as education. Data-driven decisions in turn depend on accessible and reliable datasets, which open government and social media data are likely to promise. The SmartGov project uses digital technologies by integrating open and social media data in Fuzzy Cognitive Maps to model real life problems and simulate different scenarios leading to better decision making. This research performed a multiple-case analysis in two pilot cities. Both municipalities use the technologies to find the best routes: Limassol to improve the garbage collection and Quart de Poblet to improve the walking routes of chaperones guiding children to school. The MLE program that serves as the case study for this chapter takes place at local elementary schools each spring in conjunction with an undergraduate communication course and includes interactive media analysis discussions as well as a culminating creative production activity. Reflections and written feedback from participating graduate, undergraduate, and elementary students emphasize the strengths of this pedagogical model for collaboration and learning while also acknowledging the practical constraints of such a partnership. They also represent key communication tools for administrators to highlight the principles of openness, transparency, and to promote civic engagement. Nowadays, local governments have launched social media strategies. After reviewing necessary categories such as E-Government and E-Democracy, this chapter explores in what ways the use of Information and Communication Technologies (ICTs) can benefit governance, and foster transparency, participation. The chapter describes contemporary setbacks and challenges officials at the local level which have been encountered in the implementation and development of social media.
