The Grounding resistance is the main parameter of the Grounding system, and the measurement of which is the important reference for judging whether the Grounding system is efficient. The paper firstly introduces the concept of the grounding system and its alien frequencies measuring method, then expatiates the hardware design project of the measurement system based on DSP (Digital Signal Processors), offers some reference circuits and design principle of the system, finally, puts forward the software disposal processing. Since the system adopts alien frequencies measuring method and digital signal processing technology, it has the characters of high measuring accuracy, lower test current, high interference killing feature, lighter equipment and convenient operation. However, both two methods have not studied students’ knowledge states. Cognitive diagnostic assessment (CDA) is designed to measure specific knowledge structures and processing skills in students so as to provide information about their cognitive strengths and weaknesses. A good diagnostic test is one that goes beyond estimation of individuals’ overall ability levels. How to combine an attribute hierarchy and the reachability matrix with Henson and Douglas’s item selection strategy to construct an effective test for cognitive diagnosis in order to improve the accuracy is discussed in this paper.
