An example of such a problem is maximum likelihood estimation based on statistically independent sensor observations. By ordering transmissions from the sensor nodes, a method for achieving a saving in the average number of sensor transmissions is described. While the average number of sensor transmissions is reduced, the approach always yields the same solution as the optimum approach where all sensors transmit. The approach is described first for a general optimization problem. A maximum likelihood target location and velocity estimation example for a multiple node non-coherent MIMO radar system is later described. In particular, for cases with near ideal signals, sufficiently small surveillance region and sufficiently large signal-to-interference-plus-noise ratio, the average percentage of transmissions saved approaches 100 percent as the number of discrete grid points in the optimization problem Q becomes significantly large. In these same cases, the average percentage of transmissions saved approaches (Q − 1)/Q × 100 percent as the number of sensors N in the network becomes significantly large. How the MIMO radar detector, previously designed for Gaussian noise, performs when the noise-plusclutter is non-Gaussian is still unknown. In this paper, we evaluate the detection performance of the Gaussian detector under the non-Gaussian noise-plus-clutter in a non-coherent MIMO radar system. Using the theory of Spherically Invariant Random Vectors (SIRVs), we study three non-Gaussian noise-plus-clutter models employing the K, Laplace, and Student-T distributions, respectively. Simulations are carried out for different numbers of antennas, SNRs and false alarm probabilities. The results show that non-Gaussian noise-plus-clutter has no impact on the diversity gain of a MIMO radar system although it degrades the detection performance in some other ways. We focus on linear zero-forcing beamforming. Beyond Monte Carlo simulation, no efficient computation method to evaluate the ergodic throughput of such systems has been provided so far. We propose a method based on the combination of some large random matrix results with convex optimization. The proposed method is computationally much more efficient than Monte Carlo simulation and provides further insight in the joint operations of multiuser downlink beamforming, inter-cell cooperation and interference and opportunistic “fair” scheduling. Further, our analysis can be easily extended to consider achievable rates in the presence of non-ideal channel state information. Since reference information is absent in many practical situations, video quality assessment with No-Reference (NR) measures is attracting increasing attention from both industry and academia. However, there are very few commercial quality assessment systems for mobile devices available in today's market. After describing a set of applications, we briefly survey the state-of-the-art in NR video quality assessment. Finally, we present a real-time quality monitoring system for video transmitted to mobile devices and describe a proof-of-concept implementation. In this system, the quality of video at different nodes and terminals in a transmission channel can be monitored and tracked through a remote software interface. In this paper, based on an information model that differentiates intermediate nodes in a multicast network into network coding, routing or replicating nodes, a method is developed to solve the minimum energy cost multicast problem in wireless networks. Besides transmission energy, many other important parameters can be conveniently optimized as well, such as the number of packets undergoing network coding, the number of network coding nodes, as well as node classification. Various auction schemes have been proposed for the allocation of telecommunication resources. The Dutch auction (the price progressively falls until a participant buys the object) has several major virtues: (i) a bid-processing protocol that automatically and simply prioritises the highest bid(s); (ii) possibility of distributive (auctioneer-free) implementation for synchronised terminals; (iii) confirmation of transmitter-receiver pairs at auction time, with smooth continuation if the pair is infeasible; (iv) exceptional signalling economy (the only strictly necessary signal is the winning bid). Below, we utilise this auction for sub-channel allocation in the access-point to terminal link of an orthogonal frequency-division multiple-access (OFDMA) network. Concurrently, we utilise a pricing scheme for power allocation. This results in a relatively simple, decentralised scheme for sub-channel and power allocation. In particular, amplify-and-forward (AF) relay beamforming designs under total and individual relay power constraints are studied with the goal of maximizing the secrecy rates when perfect channel state information (CSI) is available. In the AF scheme, not having analytical solutions for the optimal beamforming design under both total and individual power constraints, an iterative algorithm is proposed to numerically obtain the optimal beamforming structure and maximize the secrecy rates. CDS-based clustering allows nodes lying outside the CDS to enter the sleep mode thereby extending node and network lifetimes. In this paper, we introduce a simple, distributed and efficient graph-theoretic topology construction protocol that uses sensor cliques to discover a CDS in an energy efficient manner.
