First, we introduce the background, framework, and result of the Japanese National Railway reform, especially from the perspective of the former president of the JR Kyushu Railway Company. We explain the challenges, such as diversified businesses and employee capacity building, which the company faced during that time and the creation of the business foundation in preparation for the transformation into a private company. We also discuss the tasks of the railway, including the freight transport of the high-speed railway (the Shinkansen logistics), as well as the population decline and aging society in Japan and their relationship with the railway system. Last, we summarize the implications of Japan’s railway experience for a broader railway system. The high levels of safety and efficiency of Japan’s railway system are based on the railway culture (hard, soft, heart) and the Japanese nationality. The railway system is extremely important for long-term economic development. In addition, we introduce the PPET Railway-ology, which integrates philosophy, politics, economy, and technology. Research based on interviews with rail industry stakeholders, although undertaken at an early stage of the procurement effort, shows that there are substantial gains to be made by local manufacturers, in particular, those willing to embrace change. It also suggests that management of the procurement over its scheduled four year duration may significantly impact outcomes. Different localisation strategies and behaviours by the contracted original equipment manufacturers (OEMs) influence their supplier’s behaviour and outcomes. The design of local procurement policy and instruments intended to give effect thereto are analysed, shortcomings identified and remedial suggestions made. Создание систем централизации и блокировки, строительство автоматических телефонных станций, переход на кабельные линии связи и цифровые автоматические телефонные станции, изменение структуры вагонного парка.Отдельно описаны пассажирский комплекс железной дороги, социальная сфера и Малая Сталинградская железная дорога.В отличие от первого тома, основанного исключительно на архивных материалах и фондах музеев предприятий железных дорог, во втором томе наряду с архивными материалами и фондами музеев дополнительно были использованы источники личного происхождения, материалы многотиражной печати (материалы областных партийных газет были исключены из анализа в силу значительной фальсификации данных), документированные свидетельства участников событий. Каждый факт и каждая упомянутая фамилия были многократно перепроверены на достоверность и значимость, что позволило впервые создать неидеологизированную историю Приволжской железной дороги.English Abstract: In the third part of the second volume ends with a description of the third technological revolution in transport. Creating a system of centralization and blocking the construction of automatic telephone exchanges, switching to cable lines and digital automatic telephone exchanges, changing the structure of the rolling stock.Separately described passenger railway complex, social and Little Stalingrad railroad. In contrast to the first volume, based solely on archival materials and museums enterprises railways, in the second volume, along with archival materials and museum funds were additionally used sources of personal origin, high-volume printing materials (materials regional party newspapers were excluded from analysis due to significant falsification of data), documented evidence of participants in the events. The regional governments-owned challenger managed to raise its market share to more than 33% (2010) but eventually was forced out of the market (2015) due to a sudden change in its business strategy as well as the incumbent’s strategic pressure on the political and regulatory decision-makers. This case has not featured yet in the scientific discussion on the open access in the passenger rail markets in Europe and the main aim of this preliminary study is to fill this gap. <b>French Abstract:</B> Cet article présente la preuve de la concurrence frontale d'accès libre qui s'est déroulée sur le marché des services ferroviaires de voyageurs longue distance en Pologne en 2009-2015. Le challenger appartenant au gouvernements régionaux a réussi à augmenter sa part de marché à plus de 33% (en 2010) mais finalement était forcé à quitter le marché (en 2015) en raison d'un changement soudain de sa stratégie commerciale ainsi que de la pression stratégique de l'opérateur historique sur les décideurs politiques et réglementaires.
