Поэтому решение сложных задач по обоснованию территориального обустройства природохозяйственной деятельности, включая и рекреационную, приобретает все большее значение, и общество вынуждено планировать комплекс мероприятий по охране окружающей среды. Рассматриваются современные особенности природохозяйственной практики Ростовской области на микрои мезоэкономическом уровнях, анализируются полномочия органов местного самоуправления в сфере природопользования и создания особо охраняемых природных территорий, предлагаются направления повышения социо-эколого-экономической эффективности регионального природопользования. Formation and development of protected areas has an extreme importance, not only from an environmental point of view but also from an economic and especially social one. Therefore, the solution of complex problems in the justification of the territorial arrangement of natural activities, including recreation, is becoming increasingly important, and the society is forced to plan a set of measures to protect the environment. Аналогичные проблемы характерны для большинства регионов европейской части России. Рассматриваются современные социо-экологоэкономические проблемы использования природных ресурсов на примере Ростовской области, исследуется загрязнение природных сред в результате производственной деятельности, выявлена структура производственных отходов по отраслям экономики региона, уточняется природохозяйственная специфика крупнейших промышленно-хозяйственных агломераций региона, определены параметры загрязнения природной среды. На основе полученных данных обоснован комплекс организационноэкономических и административно-правовых мероприятий, направленных на минимизацию деструктивного воздействия хозяйствующих субъектов и основных природопользователей региона на микрои мезоэкономическом уровнях. Modern environmental management practice acts as a deterrent to sustainable socio-economic development. Similar problems are typical of most regions of the European part of Russia. The study examines modern socio-ecological-economic problems of using natural resources on the example of Rostov region, examines the level of environmental pollution as a result of production activities, identifies the structure of industrial waste by sectors of the region’s economy, clarifies the environmental specifics of the largest industrial and economic agglomerations of the region natural environment.
