There are various fields of intervention where both converge and the political leaders of these areas of public intervention are compelled to interact and combine actions to resolve conflicts or work out operational issues. In the case analyzed in this article, inter-ministerial coordination is put into action to deal with the request for seizure of the Frigate Libertad, training ship of the Argentine Navy, made by a vulture fund (holdout) in litigation with the Argentine Republic before the Ghanaian justice, as soon as the ship moors in the port of Tema in Ghana on October 1, 2012. The analysis is raised from the approach of the social dimension of exclusion that includes the indicator of “associationism”. The types of organizations that register the highest level of participation of the population are also identified. The methodology used was predominantly quantitative. Information on the living conditions of the Paraguayan population was collected through surveys in 4,000 homes in Asunción and the departments of Central, Alto Paraná, Itapúa, Caaguazú and San Pedro. The results showed that the highest level of participation of the population is registered in the middle socioeconomic stratum, specifically in political parties, religious associations and neighborhood commissions. The logics of autonomy, on one hand, and the logic of globalism, on the other. Both views are based on a common diagnosis: the weakness of the countries of the region. However, from there they differ in their proposals. While the first presents a confrontational scenario against the powers, the second seeks an adaptive path. This “Latin American pendulum”, resulting in foreign policies oscillating according to the government, is perhaps most radical in Argentina. {"title":"Comparative Study of Deaths Related to COVID-19, Homicides, and Air Pollution in the Mexicali-Imperial County Cross-Border Region (2018–2020)","authors":"Zulia Yanzadig Orozco Reynoso","doi":"10.17951/al.2022.14.31-51","DOIUrl":"https://doi.org/10.17951/al.2022.14.31-51","url":null,"abstract":"This comparative study analyzes the absolute numbers and death rates of air pollution-related fatal victims, intentional homicides, and COVID-19 losses from 2018 to 2020 in the Mexicali (Baja California, Mexico) and Imperial County (California, United States) cross-border region. The analysis is nourished with quantitative data from secondary sources, systematized by all three levels of government authorities in the case of Mexicali and federal authorities in the Imperial County case. Evidence reveals that air pollution, homicides, and COVID-19 have had a differential impact on both sides of the border. While the COVID-19 pandemic was devastating in multiple aspects, air pollution-related mortality rates in the Mexicali-Imperial County cross-border region were five times higher than those of COVID-19. Mexicali was the most distressed “side” of the border in absolute numbers. However, by population rate, Imperial County was the most disturbed. The hypothesis states that violence was the result of an invasion of the CJNG and its fight against the CSRL to dominate the oil theft business. To probe this hypothesis, we use a multiple regression model to correlate homicides occurring in the most dangerous municipalities of Guanajuato with those happening in Jalisco and Michoacán from 2015 to 2019. It turns out that Leon, Irapuato and Salamanca were the most violent municipalities within the period.
