Accordingly there is special interest in understanding the nature of variations in load shape, to devise better competitive tariff structures and facilitate aggressive niche marketing. Utilities have databases of half-hourly loads too large to be interpreted by hand and eye; potentially valuable information is hidden therein which is not revealed by coarse statistics. The heterogeneity of response, the large number of predictors, and the sheer size of these databases impose severe theoretical and computational difficulties on load shape modeling. Data mining refers (in part) to the use of adaptive nonparametric models (which vary their strategy according to the local nature of the data) for efficiently discovering knowledge in just such databases. The method couples existing system and load knowledge, load growth patterns and horizon year information to permit development of multiple scenarios for spatial load growth progression from existing land use patterns. In addition, the method allows for an intimate connection between the spatial load forecasting model, a circuit model, and a reliability model. This results in a fully integrated planning tool where the impact of load growth on both electrical performance and reliability performance can be quantified. ATC values must be rapidly updated for new capacity reservations, schedules or transactions. There is a strong demand to improve the uncertainty analysis of the ATC limits for a number of varying factors, including uncertainties in the location of the delivery and receiving points. New tools are required to compute capacity benefits and transmission reliability margins. Eskom is presently forming a grid operator business, which is responsible for buying ancillary services and providing a reliable transmission network. The process of defining system performance criteria is described. The total costing of the regulation service to a single coal-fired generator was done using EPRI cost calculations. The performance of an individual generator is calculated along the guidelines of NERC Policy 10, with no allowance for over-control. This performance criterion determines regulation performance and payment to the generator. Over 750 points an downloaded every 4 seconds from the energy management system. System performance and individual unit performance are calculated using standard packages. This information is then made available in near-real time on the Eskom internal web in graphic and tabular form. In the past, application integration has been proposed but not successfully implemented because it failed to accommodate future technologies. This paper describes a computer architecture that not only delivers enterprise application integration solutions today, but also provides a framework that enables an easy evolution to tomorrow's technologies. This framework: is dynamic, because it allows for flexible workflow management and data re-mapping capabilities; enables application integration by providing interoperability of both data and functions across and between enterprise applications; and provides a foundation for expansion and evolution to new technologies using ANSI standard building blocks with proven integration capabilities today. The developed electronic standards book contains computer-aided design (CAD) drawings with hyperlinks to descriptive text, material management data, and procedures for safety, operating, and installation. A unique aspect is the set of hyperlinks to an expert system shell that aids field workers as the company moves to a process-oriented environment. The developed electronic standards book resides on the corporate server and appears as a well-linked web site. The book also resides on CD-ROM for field crews and has the same web site appearance as the corporate version. The CD-ROM version receives update information from the server. The full Internet capability and a seamless switch between those two web sites, based on a comprehensive logic, is provided by our developed Standards Book Viewer which integrates the standard web browser MSIE 4.0. The integrated system is developed within a mixed language programming environment of Microsoft Visual++, Java, and HTML. This paper presents a model and a method for optimization-based bidding and self-scheduling where a utility bids part of its energy and self-schedules the rest as in New England. The model considers ISO bid selections and uncertain bidding information of other market participants. With appropriately simplified bidding and ISO models, closed-form ISO solutions are first obtained. These solutions are then plugged into the utility's bidding and self-scheduling model which is solved by using Lagrangian relaxation. The objective is to determine the minimum investment required to satisfy suitable reactive constraints. Due to the discrete nature of reactive compensation devices, optimal capacitor placement leads to a nonlinear programming problem with mixed (discrete and continuous) variables. It is solved with an iterative algorithm based on successive linearizations of the original nonlinear model. The mixed integer linear programming problem to be solved at each iteration of the procedure is tackled by applying both a deterministic method (branch and bound) and genetic algorithm techniques. A hybrid procedure, aiming to exploit the best features of both algorithms is also considered.
