The paper examines the peculiarities of regulation of foreign economic activity under martial law. The external market of goods and services is analyzed, and the dynamics of growth and decline in revenues from foreign economic activity in recent years is tracked. In particular, the problems of state regulation of foreign economic activity are highlighted and possible prospects for further development are outlined. The purpose of the paper is to study the peculiarities of regulation of foreign economic activity under martial law, to analyze the foreign market of goods and services, as well as the dynamics of income from foreign economic activity in recent years, to analyze the problems of state regulation of foreign economic activity under martial law and to highlight prospects for further development. Results. As a result of martial law in Ukraine, state regulation has faced a number of challenges, including in the area of economic stability and development. Therefore, there is an urgent need to find new mechanisms for organizing state regulation of foreign economic activity that will be adaptive to the current conditions. The government is trying to do everything possible to avoid an economic crisis, despite all the difficulties. As a result, many innovations in the legislation on foreign economic activity have been adopted in order to obtain more effective regulation of this type of activity. For example, one of the innovation is the new procedure for importing vehicles into the customs territory of Ukraine. Conclusion. The conditions of martial law have their own specifics for the procedure of regulating foreign economic activity, which limits the state's capabilities in financial and physical terms. The use of an innovative approach to car registration and customs clearance in a mobile application is a big plus, as it can really help reduce corruption in the process of determining customs value, improve the quality of service and reduce bureaucracy.","PeriodicalId":112155,"journal":{"name":"Economics. {"title":"Fintech and the future of financial services: innovations in the financial sector","authors":"T. Fintech is an important way to adapt the financial sector in today's conditions of rapid development of innovations in the global financial market and increasing user requirements for convenient access to financial services. The paper explored the theoretical aspects of fintech, in particular, the essence, the main market players, positive and negative consequences, as well as classification according to several criteria. The purpose of the paper is to assess the state and prospects of the fintech ecosystem of Ukraine based on its comparison with the global fintech ecosystem and analysis of its key performance indicators. Results. The triggers for the rapid development of fintech are characterized, which include the global financial crisis of 2008, the acceleration of the processes of digitalization and Internet development, user requirements for convenience, the activation of innovations, etc. Global trends in the development of fintech, promising technologies are revealed, companies preferred by investors are determined, and the volume of financing in the industry is also noted. The compliance of the development trends of the Ukrainian fintech ecosystem with the identified trends was investigated. The main statistical indicators of Ukrainian fintech (number of companies, sources of financing, location of companies, etc.) and the sectors in which Ukrainian fintech companies operate are revealed. Key technologies used by these companies are identified. A SWOT analysis of Ukrainian fintech was conducted, which allowed us to summarize the key positive and negative aspects of the development of the ecosystem. The strategic directions and goals of the development of the fintech ecosystem approved in the \"Strategy for the development of fintech in Ukraine until 2025\" were revealed. Conclusions. As a result of the study, recommendations were made to stimulate the development of the fintech industry in Ukraine. Among other things, it was found that the further effective development of the industry depends on the balance of state regulation, success in increasing the digital and financial literacy of the population, the availability of highly qualified specialists, activity and effectiveness in the introduction of the latest technologies, as well as the availability of funding sources.","PeriodicalId":112155,"journal":{"name":"Economics. On the basis of the conducted scientific research, the author came to the conclusion that in judicial practice in cases of public service, admission to public service and dismissal from it, questions still arise regarding the assignment or non-attribution of this or that work activity to positions in state authorities , local self-government, judicial and law-enforcement bodies to public service positions (primarily regarding the classification of such persons as patronage employees, persons hired under a fixed-term employment contract outside the competition, persons occupying positions in judicial bodies, bodies of legislative power). In this regard, the Supreme Court expressed legal positions regarding the classification of a dispute regarding the dismissal of a person from a position as a public legal issue as to whether a person passed a competition for a vacant position, whether such a person took the oath of an official, or was assigned a rank within the relevant category of positions, as well as the fact that the specifics of the dismissal of a public servant, the procedure for such dismissal and the relevant legal grounds must be contained in special legislation, and the norms of the Code of Labor Laws apply only in case of legal uncertainty. Issues of the possibility of reinstatement of a public servant in a position in case of dismissal by agreement of the parties, the legality of the dismissal of a public servant if, during organizational and staffing measures in the state authority, at the same time as reduction positions, new positions are introduced that correspond to the direction of training or the main or related specialty of the public servant who is released.","PeriodicalId":112155,"journal":{"name":"Economics. Since globalization leads to increased competition in the international market, it is important to evaluate the adaptation potential of enterprises in the context of entering foreign markets, which affects their performance and determines their readiness to cooperate with global supply chains, which will allow developing adaptation strategies that will ensure successful penetration into new markets. Evaluate of the adaptation potential will help identify these differences and take them into account when developing marketing strategies, production, and communications with customers in foreign markets. The purpose of the paper is to identify the problems of express evaluation of the adaptation potential of enterprises in the conditions of entering foreign markets and to develop ways to solve them. Results. The study of issues of express assessment of adaptation potential in conditions of entering foreign markets is extremely important and relevant, since the company must be adapted to new conditions, cultural features and many other factors. During the research, problems that need to be solved were identified, namely: the variability of the list of indicators and criteria for the express assessment of adaptation potential in the conditions of entering foreign markets; non-systematic and fragmented nature of the process of forming an information base for express assessment of adaptation potential in the conditions of entering foreign markets. The results of the conducted research are recommended ways of solving the identified problems, in particular: formation and implementation of a balanced system of express assessment of the adaptation potential of enterprises in terms of entering foreign markets; development and implementation of a mechanism for the formation of an information base for the express evaluation of the adaptation potential of enterprises in the conditions of entering foreign markets. Conclusion. In modern conditions, successful adaptation is critically important for achieving competitive advantages and stable functioning on the market. Increasing the economic potential, in particular of farms, is one of the important problems of the current development of Ukraine. Taking into account Russia's military aggression against Ukraine, the urgent national task is not only to stabilize the economy, but also to ensure stable social development. In this context, the economic potential of farms should contribute to the development of rural territorial communities. The purpose of the paper is to analyze issues related to criminal responsibility for committing crimes during armed aggression in Ukraine. The purpose of the paper is consists in substantiating the importance of the economic potential of farms in ensuring the stable development of rural territorial communities. Results. An economic analysis of the activities of Ukrainian farmers in the pre-war period was carried out and certain directions of the realization of reserves were identified. Attention is focused on the growth of the profitability of farms of the main types of production. It was determined that the reserves of increasing the potential can be an increase in the number of farms, an increase in the area of agricultural crops. Such problems of potential formation as significant damage or complete destruction of property, enlistment of men for military service, disruption of economic relations, insufficient budgetary support are singled out. Such proposals regarding the use of this potential in the context of ensuring the development of rural territorial communities as the development of strategic and current development programs, the introduction of new current technologies for the cultivation of types of agricultural products or animals, the organization of processing, in particular with the use of household raw materials, participation in joint innovative projects of farmers and territorial communities, community assistance to farmers in the purchase of their products to provide kindergartens, schools, and other social institutions, which will have a positive effect for both parties. Conclusions. For Ukraine, the economic potential of farms is an important factor in the development of rural territorial communities. The performed economic analysis of the functioning of these farms, the identified reserves made it possible to formulate reasoned proposals for increasing the economic potential, which will contribute to the stable development of rural areas.","PeriodicalId":112155,"journal":{"name":"Economics. The samples of social policies in the United States or European countries are not obligatory for implementation in the Ukrainian economy. However, their essence and corresponding characteristics, such as objectives, objects, subjects, functions, principles, must be scientifically substantiated and legislatively regulated, taking into account historical and national patterns and conditions of development. The purpose of the paper is the substantiation of the essence of \"social policy\" with an emphasis on its key directions and primary criteria in the context of ensuring social progress. Results. Social policy is a multifaceted and diverse concept, ranging from social protection of the population to the coverage of Human capital contributes to social progress through intellectual development, rather than solely manifesting in the growth of the population's income all social spheres. The author has provided a theoretical justification of social policy as a comprehensive concept that should encompass all aspects of social life: social, economic, political - necessary components for human potential development. Conclusion. Social policy should promote individual human development. Through empirical and theoretical research, the distinctive features of social policy have been summarized and characterized, allowing for an examination of the state of social policy in Ukraine in terms of individual human development on the path to social progress. A hypothesis regarding the harmonization of individualization and socialization elements in the concept of \"social policy\" is presented. One of the directions of social policy implementation should be the development of the individual. In particular, the author notes in the paper that the tools of public administration bodies are those actions they take with the purpose of legal regulation of legal relations with their participation, with the aim of regulating them or influencing the participants of such legal relations, ensuring compliance with the rights and interests of the participants of legal relations and the state ( or other public entity) as a whole (forms of public administration), legal means (techniques) that are used (methods of public administration); the concept of \"tools of activity of public administration bodies\" covers the regulation of administrative legal relations of an external nature. The instruments of activity of local bodies of public administration can be normative legal acts (in the form of orders of heads of local state administrations (including military administrations), orders of heads of territorial communities, decisions of local councils and their executive committees), acts of a programmatic nature (including social programs - economic and cultural development of the community, district, region, target programs on other issues), orders and decisions of an individual nature (including regarding the implementation of administrative-procedural and administrative-delict powers. By analyzing, systematizing, and summarizing the scientific works of many scientists and researchers, the essence of the concept of «investment strategy» was determined, depending on the scientific point of view and practical experience of various authors. The main goals of the investment strategy are determined, including maximizing profit from investment activities, minimizing investment risks, ensuring the improvement of the state of the enterprise due to effective investment activities. Eight main stages of formation of the enterprise's investment strategy have been identified. The principles of forming the investment strategy of the enterprise are characterized. The paper highlights the following principles: consideration of investment risk in the process of making strategic investment decisions, adaptation of the investment strategy to changes in factors of the external investment environment, ensuring the flexibility of the investment strategy, taking into account the main strategies of the enterprise's operational activity, and using the results of scientific and technical progress in investment activities. Attention is focused on the importance of taking into account innovative approaches when forming an enterprise's investment strategy. It was investigated that, despite the crisis phenomena and political instability in Ukraine, domestic enterprises continue to conduct investment activities. Results. The transition to electronic document management in accounting encompasses numerous advantages that can significantly improve a company's functioning and enhance its competitiveness. These advantages include reducing bureaucracy and paper costs, increasing productivity and document processing speed, elevating information security and data protection, and supporting sustainable development and environmental conservation. The shift to electronic document management in accounting is accompanied by several significant challenges, including technical issues and infrastructure, legal and regulatory considerations, issues with corporate culture and management transformation, and associated risks and cybersecurity challenges. Electronic document management in accounting holds significant potential. Artificial intelligence can detect and correct errors in documents, automatically distribute information, and predict payments and transactions. Blockchain technology allows for creating an immutable registry and a trust chain for each document, preventing data alteration or document forgery. Cloud solutions and mobile access enable users to access documents from any device and location, expediting work processes and enhancing efficiency. Conclusion. Transitioning to electronic document management allows for reducing bureaucracy and paper costs, increasing productivity and document processing speed, enhancing information security and data protection, as well as supporting sustainable development and environmental conservation. The conceptual apparatus of cyber security as an important component of the national security of the state, as well as the most common cyber threats and attacks in the financial sector, were studied. The definitions of the concept of \"cyber security\" proposed in scientific sources are detailed with the main stages of its provision in financial institutions. Attention is focused on the need to develop an approach to cyber security as an element of risk management, which will help financial institutions reduce the number of threats and losses and maintain the stability of their activities in the conditions of cyber warfare. The paper also examines the main safeguards that financial institutions should take to ensure their cyber security. The role of technologies, proactive monitoring, creating a culture of cyber security and other factors in ensuring the safety and stability of financial systems is analyzed. In addition, the paper examines current trends in cyber security and innovative approaches to protecting financial institutions from complex and distributed threats. It highlights the importance of cross-sector collaboration and information sharing for early detection and prevention of cyber threats. An important aspect of the paper is the emphasis on the need to constantly update and improve cyber security strategies, as threats are constantly evolving and financial institutions must be ready to respond to new challenges. The conclusions emphasize the fact that the financial sector plays a key role in maintaining the economic liquidity and functionality of the state. Cyber-attacks that cause service disruptions or data loss can lead to irreparable losses in financial activity, which will have a negative impact on the global economy. In addition, cyber threats can undermine the confidence of customers and investors, which, in turn, will lead to an outflow of assets and a decrease in the reputation of the financial institution. That is why the financial sector is subject to strict legal regulation and standardization of the cyber security system.
