Central government has made clear that local authorities have opportunities to enhance their role only if they meet its expectations. The messages emanating from central government have been complicated and at times contradictory. Local authorities must develop innovative ways of working in a multi-agency context, while also meeting central government's prescriptive results-based agenda. The opportunities and threats arising from the tensions evident in central government's policies towards local authorities have profound implications for UK intergovernmental management. Taking account of parallel developments in some other European countries, and applying associated developing theory, this article examines how far English local authorities are adapting to a networking environment and the extent to which they nonetheless operate within an ‘action space’ defined and predetermined by central government.","PeriodicalId":109930,"journal":{"name":"Public Management: An International Journal of Research and Theory","volume":"2 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2000-12-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"131292086","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

This article reports on a process model that was piloted on two services. The model was commissioned by officials; was based upon and informed by literature and comparative experience; began with an examination of functions performed; involved participants in focusing the study; was context-focused; and involved local stakeholders in projecting the implications of alternative county roles. These characteristics complicated the research management process because the process took more time, involved more actors, and required more coordination than traditional research. However, having stakeholders identify alternatives and bring factual material to the process was critical to the success of the model and including the comparative and contextual research both strengthened the policy conclusions and improved the probability of their adoption and implementation. A case of a Minnesota county that followed the model in an effort to reform water governance within the county illustrated adoption of the approach. The stakeholder analysis process was previously applied in Africa, China and Southeast Asia and the model should be applicable to a wide range of settings and problems.","PeriodicalId":109930,"journal":{"name":"Public Management: An International Journal of Research and Theory","volume":"91 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2000-12-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"127311694","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

NHS policy documents say that Primary Care Trusts (PCTs) will contract some primary care services and directly manage others. Depending on the balance, PCTs could either organize general practice through practice-based contracts or start developing into hierarchies (albeit with some subcontractors for the time being). New Institutional Economics, in particular Williamson's version, defines conditions where hierarchies are likely to be more efficient than markets (in terms of what welfare economics recognizes as allocative efficiency) and conditions where the reverse holds. This article considers the implications of the New Institutional Economics (NIE) for redesigning the governance of publicly financed services such as general practice which allow direct public access, in which it is difficult to define and manage service quality, and which have a professionalized but fragmented workforce. In contrast to their alleged implications for the hospital sector during the 1990s, NIE theories imply that for publicly funded professional services such as general practice there are stronger economic arguments for constructing hierarchies than for reconstructing quasi-markets at local level.","PeriodicalId":109930,"journal":{"name":"Public Management: An International Journal of Research and Theory","volume":"85 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2000-12-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"125756318","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Most of the programmes addressed here have been entirely or partly financed by donor agencies. They have tended to concentrate on augmenting activities of government line agencies, and have mainly emphasized physical and social infrastructure, standardized support facilities to enterprises and individuals, and, sometimes, land use zoning and other measures to regulate the spatial distribution of facilities and activities. This article suggests that regional development programmes may become more effective if they are designed as more flexible instruments for peoplecentred development, exploiting potential comparative advantages of innovation, networking and institution building in a broad sense. Basic organizational and management requirements for this would be a decentralized set-up, substantial freedom from government administration. flexible organizational form, process planning with compatible systems of monitoring and co-ordination, active facilitation of initiatives from below and democratically minded leaders with broad management competence.","PeriodicalId":109930,"journal":{"name":"Public Management: An International Journal of Research and Theory","volume":"30 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2000-12-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"134370527","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Significant changes havetaken place in the management structure and processes of public sector organizations throughout the decade, with work-forces being redefined and reconstitu-ted. Relatively little research work has examined the gendered implications of such change and the way in which pro-cesses of redefinition are negotiated, accepted or resisted by male and female professionals. A conceptual framework for future research is presented which is informed by three separate research literatures: the feminization thesis, developments in HRM and marketiza-tion and managerialism. The article con-cludes by emphasizing the importance of a more inclusive and gendered view of restructuring agendas. A theoretical framework is proposed that accommo-dates difference and agency in the restructuring process as a way forward in analysing public sector change.","PeriodicalId":109930,"journal":{"name":"Public Management: An International Journal of Research and Theory","volume":"1117 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2000-12-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"134268762","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

This article explores a facet of the new Best Value framework - the need to demonstrate continuous improvement of service delivery via meaningful comparisons with like service providers. The findings are based on a case study of a local authority benchmarking group for leisure services set up in response to the Best Value regime. Despite the difficulties associated with benchmarking the evidence suggests that, in a collaborative rather than a competitive or defensive benchmarklng setting, it should be an effective way of delivering continuous improvement in service ‘processes’-both in terms of cost reduction and service quality enhancement for direct users. Benchmarkers must, however, address intra-organizational issues in order to ensure learning is implemented. It appears less likely that improvements in meeting the needs of ‘customers’ who are non-users can be delivered using this tool since disparties here may emanate more from policy and funding gaps than from operational planning and control gaps.","PeriodicalId":109930,"journal":{"name":"Public Management: An International Journal of Research and Theory","volume":"108 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2000-12-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"127972347","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

INTRAC's own ongoing monitoring of the NGO sector suggests that an analysis of these issues would be of great value to NGOs and the private sector as they grapple with possible new modes of engagement in their quest to have a positive impact on justice, peace and poverty alleviation. Relations have moved beyond the purely philanthropic, with corporations giving money to good causes, and the highly antagonistic, with organizations protesting a company's operations, to a situation where the two sectors often work in partnership to address core business issues such as environmental management, product development and ethical sourcing.There has been an explosion in these forms of partnership between business and NGOs. This raises many issues for strategies and tactics to be followed by NGO management. As such this research is of key strategic importance to NGOs and the private sector.","PeriodicalId":109930,"journal":{"name":"Public Management: An International Journal of Research and Theory","volume":"61 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2000-12-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"126698617","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Under-standing how they may provide value is therefore essential to understanding modern governance principles. This article describes action research aiming to develop a conceptualization of fac-tors inherent in collaborative forms and, hence, about their practicality as governance tools. Different interpreta-tions of what collaborative governance is intended to achieve are first reviewed. Two areas that seriously affect the ability of collaborations to deliver their potential, structural complexity and diversity are then reviewed. The article concludes by considering what is needed to make collaborative governance work.","PeriodicalId":109930,"journal":{"name":"Public Management: An International Journal of Research and Theory","volume":"34 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2000-09-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"132626983","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Self-governance refers to the capacity of social entities to govern themselves autonomously and, as such, is an important mode of societal governance in modern society. However, the nature of'self-governance'and its actual and potential contribution to societal governance in modern society are not (yet) fully understood. Therefore, two perspectives on self-governance as a mode of societal governance are dis-cussed: a system-oriented perspective thatfocuses on the operational closure of systems; and an actor-oriented perspective that stresses the situational dependency of the actual possibilities for making use of self-governance. A third, interactional, approach is added that stresses the need to understand societal interactions in their full complexity, dynamics and diversity, in which self-governing capacities are tapped.","PeriodicalId":109930,"journal":{"name":"Public Management: An International Journal of Research and Theory","volume":"122 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2000-09-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"117150684","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Competition is seen as an important force to increase capacities for problem-solving and for creating opportunities as part of good governance. But the emphasis on competition provokes questions. ‘Are there any limits to competition?' and it there are limits ‘What are the limits to competition like?'. In this article the objectives of competition in the public sector will be discussed and- the range of different types of competition will be classified (including models of internal market competition and non-marketed forms of competition). Based on data from empirical research projects on competition at the local level in Britain and Germany the article will provide some experiences with competition and some effects of competition (especially on costs, service quality, fragmentation, market structure, trust and empowerment). Limits of competition in the public seco will be discussed with special regard to the peculiarities of politico-administrative decision making. The way competition is politically managed is regarded as a very important cornerstone for good governance of public services.","PeriodicalId":109930,"journal":{"name":"Public Management: An International Journal of Research and Theory","volume":"15 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2000-09-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"126920795","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
