The research questions are whether implementation compelled the municipality to change its service delivery organisation, whether management and management roles changed, and if so, how? The data is 21 individual interviews with managers and professionals in the municipality. The chapter shows how the municipality established a mental health service integrated into the unit for home care services for elderly people, yet management at different levels did not include tasks aimed at enabling the services to cooperate, and this created conflict in the relations between them. Implementation of NPM made the conflict worse. More management positions were established in order to facilitate more tasks. Firstly, we give a brief account of the theoretical perspectives behind the common basis of the chapters, especially institutional theory. We discuss how these perspectives may shed light on the processes for change within the policy and service field that people with addiction and mental health issues encounter. We then describe some characteristics of these transformative processes outlined in the first chapter, such as decentralization and the emergence of locally based services, professional development with an emphasis on user perspectives, and the challenges facing the services in relation to goals for coordinated and integrated services. An important point is that the development processes have relatively clear implications with regard to what one does not want to characterize the services, and in practice open up a far more unclear framework for how to structure the services. Secondly, the ROPIT project is described in greater detail. {"title":"Statlige reformer på rus- og psykisk helsefeltet – er virkemidlene tilstrekkelige?","authors":"Helge Ramsdal","doi":"10.23865/noasp.140.ch4","DOIUrl":"https://doi.org/10.23865/noasp.140.ch4","url":null,"abstract":"This chapter discusses how reforms of services for people with mental health and addiction problems are designed, asking to what extent the steering instruments advanced can adequately ensure implementation in accordance with goals of integrated services at local levels of government. The theoretical approach relies on conceptualizations of “hard” and “soft” instruments and how the idea of a “new paradigm” to strengthen local service provision for these recipient groups is designed to make this happen.
