The experience of implementing a centralized and authoritarian political-governmental system in practice carries very unfavourable implications for regional developments. This study discusses the implementation of decentralization policies implemented by local governments. One of them is through policies carried out by the Gorontalo regency government in the flagship program \"Nafas Cita\" in an effort to improve community welfare. The type of research used in this research is qualitative through descriptive methods. With observation techniques, documentation studies and in-depth interviews. The results of the study found that although the implementation had gone well, there were still some problems that caused constraints on program implementation, namely problems Communication between OPDs, Insufficient budgetary resources and human resources who do not understand existing planning, The ability of the Executing Agent to be fragmented due to pressure outside the bureaucratic unit, Social, Political and Economic environment that is not conducive to supporting the implementation of the Program. Researchers concluded that the Government needs to design a clear work plan or procedure, not just limited to procedural coordination. But it is also well spelled out. In terms of resources, the government needs to design and improve economic development that correlates with existing resource allocation problems. Meanwhile, another approach that has not received much attention from hadith observers is the hermeneutic approach. One of the figures who gave his attention was Zaglul an-Najjar especially in understanding the hadith of the prophet that gave scientific (scientific) cues. This paper specifically highlights Zaglul an-Najjar's hermeneutical ideas in understanding the Prophet's hadiths that contain scientific cues. As a result, in understanding the hadith of the Prophet Zaglul through several stages, namely: selecting hadiths that contain scientific cues, checking the quality of hadith, collecting hadiths that talk about the same theme, conducting linguistic analysis, analyzing the context of hadith, looking for correlations of scientific hadith with the Qur'an. Moral drought, the aridity of spirituality, the increasing crime rate, and the increasing number of people who are stressed and depressed are problems that must be resolved immediately. Rewatering the spirit of modern society is one solution. Among other things, by developing substantive sufism in modern society, namely sufism which explores the substance of sufism teachings to be applied in daily activities. Unlike formative sufism, which is characterized by certain rituals, ceremonies, and life practices, substantive sufism is seen as more compatible with the life of modern society which is super busy, mechanistic, and tends to be stuck in the density of daily routines. Armed with substantive sufism, modern society can still live up to the positive values of sufism without having to get rid of its daily busyness. With substantive sufism, the positive values of sufism can still be felt by modern society without having to pull over and pull over into a quiet place. Then it is important to note, as one of the scientific vak in Islam, it is certain that sufism (including substantive sufism) is based on the Qur'an and hadith. This paper specifically highlights the substance of sufism unearthed from the hadith and its relevance for solving the problems of modern society. The substantial values of sufism are elaborated from the hadith using the thematic hadith understanding method. As a result, among the substantial values of sufism from the hadith perspective are zuhud, 'uzlah, tawakkal, gratitude, and patience. The results showed that the two variables Motivation (X1), and Job Satisfaction (X2) had a Positive and Significant Effect, which was indicated by the motivational significance value of 0.03 which was smaller than 0.05 and the positive beta coefficient of 0.202, the significance value of Job Satisfaction. of 0.01 is smaller than 0.05 which means it is significant and the beta coefficient is positive at 0.442. Furthermore, the two variables Motivation (X1), and Job Satisfaction (X2), simultaneously have an effect on Employee Performance (y) as evidenced by the results of simultaneous testing (f test) between the independent variables, namely motivation and job satisfaction on the dependent variable, namely the performance of PDAM district employees.
