Despite the attempts of the United Nations to bring uniformity through the adoption and application of a revised and updated sea cargo convention, there is diversity in the understanding of key elements of the Rules, which jeopardizes widespread ratification. Research methods and design of the questionnaire are explained. Statistical evidence from the survey, which supplements and updates the 1995 World Trade Organization questionnaire, is presented.
