This article shows that in the states where the partial coalition does not have presence, the null votes increase, meanwhile in the states where the coalition does occurs the levels of null voting decrease. However, this three-party dominance has limited the growth of small parties and the emergence of a fourth competitive political force. Moderate pluralism has not encouraged the electoral development of new parties, something which is also reflected in the integration of the Congress.
