{"title":"Signing of HIV / AIDS strategy.","authors":"","doi":"","DOIUrl":"","url":null,"abstract":"<p><p>The Philippines has scored a very important success in controlling the spread of HIV as it launched the Philippine National HIV/AIDS Strategy. This document will serve as a guide to all the policies and programs that will be created in relation to HIV/AIDS. President Fidel Ramos, who personally launched the strategy in Malacanang Palace, said that it is not too late to prevent a large-scale epidemic at this point, although he admitted that the solutions would not be simple. He said that the fight against HIV/AIDS must be universal and should not be left to the Department of Health alone. Since HIV affects all sectors of society, the president stressed the importance of multisectoral responses to slow down the HIV epidemic. Secretary Ramiro, for his part, said that the strategy prescribes the national response to the epidemic and reduces its impact on individuals, families, and communities. A project of the Philippine National AIDS Council through its Committee on Policy Development (CPD), the National HIV/AIDS Strategy had undergone months of thorough nationwide consultative workshops and researches. {"title":"Comparison of STD prevalence and the behavioral correlates of STD among registered and unregistered female sex workers in Manila and Cebu City, Philippines.","authors":"I P Abellanosa, R Manalastas, A E Ghee, T E Wi, M Tan, D S Mugrditchian, P L Perine, K K Holmes","doi":"","DOIUrl":"","url":null,"abstract":"<p><p>Current STD control efforts are largely confined to female sex workers (FSWs) registered with the local Social Hygiene Clinics. This study was conducted to compare the prevalence of gonococcal and chlamydial infections and its behavioral correlates among registered FSWs in two major urban centers. FSWs in Manila and Cebu City consented to undergo an STD physical examination and standardized interview to measure socioeconomic markers and STD-related practices. The questionnaire was pretested in a series of four focus groups in Manila and subsequently administered in Tagalog and Cebuano by trained interviewers. Infection with N. gonorrhea was determined by culture and infection with C. trachomatis was defined by antigen detection. From July through September 1994 similar numbers of women were recruited in Manila (n = 311) and Cebu City (n = 300). However, thanks to the abilities of an interviewer who was previously a FSW, Cebu City was more successful at recruiting unregistered FSWs (50%) than was Manila (18%). The gonorrhea prevalence was 5 times greater among unregistered FSWs (70/185 or 37.8%) than registered FSWs (29/403 or 7.2%) (p 0.05). Prevalence of chlamydial infection was 2 times greater among unregistered FSWs (30.5%) than among registered ones (14.6%) (p 0.05). Unregistered FSWs reported fewer years working as a FSW, more partners in the prior week, and less current use of contraceptives (p 0.05). Rates of antibiotic use in the last week and douching in the last 24 hours were similar between the two groups. This study shows that unregistered FSWs are at a higher risk for acquiring and transmitting STDs, including HIV infection, than registered FSWs. The Philippines has, however, created a national advisory board, The Philippine National AIDS Council (PNAC), to recommend national HIV/AIDS policies and strategies. The PNAC has drafted a National HIV/AIDS Strategy Document to provide guidance for a unified national response to the epidemic. During 1995, this strategy was submitted to review at a series of workshops with government officials, health care workers, representatives of nongovernmental organizations, and affected people. The workshops opened with a description of the state of the epidemic in the Philippines, the structure of the draft document, and the purpose of the workshop. Participants then formed small groups to consider various aspects of the strategy workshop and report their conclusions at a plenary session. After the series of consultations was completed in August, a national consensus and validation workshop was planned for late October to prepare the draft document for its final endorsement by the PNAC and presentation to the President in November.","PeriodicalId":85177,"journal":{"name":"NASPCP newsletter.
